Since the beginning of 2018, several legislative acts have been adopted aimed at social support for families with two or more children. State policy is aimed at increasing the birth rate and providing targeted assistance to such families. Among the adopted programs, a special place is given to mortgages with state support, which will start in January 2018. It provides the opportunity to purchase housing on conditions favorable to all participants.

The decision on a preferential lending rate for the purchase of housing for families with children was made due to the prevailing economic conditions in the country.

  1. There has been a gradual decrease in the key rate of the Central Bank of the Russian Federation over the past 3 years.
  2. Inflation is low.
  3. There is a stabilization of the entire economic sector. The established oil prices are comfortable for the Russian economy.
  4. Mortgage lending is actively used by the population to purchase housing.
  5. The pace of housing construction is falling due to the fact that most citizens are focused on buying apartments on the secondary market.

These factors prompted the approval of legislative documents aimed at solving the demographic situation in the country and supporting the economy in the field of construction.

Legislation

In 2018, a social program aimed at supporting families with children comes into force. The document, which was published on January 10, 2018, talks about the rules for providing mortgage lending to married couples with 2 or more children, and about measures to compensate for lost income on mortgages by credit and banking organizations.

The Resolution defines the basic requirements that the borrowers themselves must satisfy, as well as the conditions under which funds are provided for the purchase of housing.

Preferential mortgage

The mechanism of the preferential mortgage is reminiscent of the previously adopted home purchase lending program with state support. The new program has been developed for a limited period: from 01/01/2018 to 31/12/2022. The Government allocates 600 billion rubles for its implementation. The circle of creditors is predetermined. The banks indicated in the list submitted their plans to participate in the preferential project within 30 days.

The essence of a family mortgage is that funds will be transferred to credit institutions from the state budget to compensate for the income they have lost. The calculation is made based on the difference between the current average mortgage rate and 6%.

The list of creditors can be found in Order of the Ministry of Finance No. 88 dated 02/19/2018. It also presents the amounts within which banks can expect to receive compensation. The top positions in this list are occupied by the following banking organizations:

Who is eligible for preferential mortgages?

Married couples with 2 or more children are eligible to participate in the new mortgage program. There are restrictions on the duration of participation:

  1. For married couples with 2 children. It is necessary that the date of birth of the second child falls within the period from January 1, 2018 to December 31, 2022. The period for which state support for mortgage lending is issued will be only 3 years.
  2. For families with 3 or more children. The birth date of the 3rd or subsequent children must fall within the specified period. In this case, the term of the preferential mortgage will be 5 years.

A couple in which twins were born after January 1, 2018, falls into the category of participants in state mortgage subsidies.

Important! If the 2nd child was born later than January 1, 2018 and the family received a mortgage at a rate of 6%, then if a 3rd child appears in the same family before the end of 2022, the period of preferential lending will be extended for another 5 years. Such a family will take advantage of a family mortgage at 6% per annum for 8 years.

When obtaining a family mortgage, it is necessary to comply with the basic requirements that apply to borrowers:

  • compulsory Russian citizenship;
  • age not younger than 21 years and not older than 65 years at the time of loan repayment;
  • availability of work, and the work experience in the last place must be at least 6 months. For individual entrepreneurs, the requirement for mandatory receipt of profit within the last 2 years must be met.

Reference! The second spouse must act as a co-borrower. It is possible to additionally attract 2 more guarantors.

The adopted law does not have retroactive effect. If the 2nd or 3rd children were born before the beginning of 2018, then such a family cannot qualify for preferential funds. The same applies to a mortgage taken out for an apartment on the secondary market.

Conditions for granting a preferential loan

There are 2 options for a family mortgage:

  1. A new mortgage agreement is drawn up.
  2. The old is being restructured.

For newly received loans for the purchase of housing, the following conditions must be met:

  1. The period for providing the amount of borrowed funds for the purchase of housing is limited to certain limits. A mortgage cannot be taken out for more than 30 years. There is also a minimum term limit. It cannot be less than 3 years old.
  2. A down payment for the purchase of a home is required to be made in an amount of at least 20%. It is allowed to use maternity capital funds for these purposes, which did not change in 2018 and remained equal to 453,026 rubles.
  3. A limit has been set on the amount of credit funds. The state provides support only for the purchase of a standard apartment. It will not be possible to purchase luxury real estate using a family mortgage. There are differences in loan amounts for some regions.
  4. The purchased apartment must be located only in a new building. The purchase of housing on the secondary market is not considered in the adopted state program. With this requirement, the Government is helping to develop the construction sector of the Russian economy.
  5. A mortgage on the purchased apartment must be taken out. The deposit lasts until the full price for housing is paid.
  6. Insurance required.

In Moscow and St. Petersburg, mortgage amounts must be in the range from 500 thousand rubles to 8 million rubles.

For all other regions of Russia, the mortgage size ranges from 500 thousand rubles to 3 million rubles.

  • A new building can be at any stage of construction: from laying the foundation pit to finishing the interior.
  • The developer must have mandatory accreditation with the Mortgage Lending Agency.
  • It is required to conclude a share participation agreement in accordance with Federal Law No. 214.

Insurance includes:

  • obtaining a real estate policy against damage and loss of property;
  • insurance for the borrower against accidents and illnesses.

Important! Under the family mortgage program, you can purchase not only an apartment in a new building, but also a residential building with a plot of land or premises in a townhouse.

If the mortgage was obtained earlier, then to participate in the preferential program for obtaining a family mortgage, certain conditions must be met:

  1. At least 6 months must have passed since the loan was received.
  2. The subsidy is allocated only for real estate purchased in a new building.
  3. The size of the previously taken loan did not exceed 80% of the cost of housing.
  4. No restructuring was carried out on the loan taken out.
  5. The borrower must not have any debts. Overdue payments cannot exceed 30 days.

How to get a preferential mortgage

Obtaining a family mortgage occurs in several stages:


  • application form;
  • borrower's passport;
  • work book and its copy;
  • 2-NDFL (for an individual) or tax return (for an individual entrepreneur);
  • individual entrepreneur registration document (only for entrepreneurs);
  • marriage document;
  • certificates for children;
  • document confirming the borrower's insurance.

As additional documents, the bank may require a military ID, driver's license or SNILS.

The following documentation must be provided for the property:

  • document on estimated value;
  • insurance policy;
  • DDU agreement.

The final stage of registration of a mortgage is the conclusion of a mortgage agreement and registration of an apartment or the rights of claim of the shareholder as collateral.

Important! After the grace period ends, the mortgage payment will be calculated at an interest rate that is determined 2 points higher than the one established as the key rate by the Central Bank of the Russian Federation at the time of issuing the loan. For example, if the refinancing rate is 7.5%, then the loan will be reissued after the end of the grace period at 9.5% per annum.

Additional activities to support families with children

Since 01/01/2018, the Government has developed additional measures to support fertility (Federal Law No. 432 of 12/28/2017):

  1. The deadline for providing maternity capital has been extended until 12/31/2021.
  2. A new right to use maternal capital funds is being introduced. It is allowed to make monthly contributions to the mother’s card until the child is 1.5 years old. It applies only to those children born after January 1, 2018. Income should not exceed 1.5 subsistence minimum for each family member. You can receive benefits only for 1 year.
  3. Maternity capital can be used for preschool education immediately after the certificate is issued. There is no need to wait until the child turns 3 years old.

Married couples who meet certain conditions can get a mortgage with an interest rate of 6%, the main of which is the timing of the birth of the 2nd or 3rd child. Within the framework of the mortgage program, you can only purchase standard housing in a new building. Its cost is subject to restrictions established by the Government. A preferential mortgage will significantly save the family budget. Banking organizations will not lose money either. Lost income will be compensated from government funds.

The government has developed conditions under which families with children will be able to receive a social mortgage at 6%.

The fact that such a program will appear in the coming year became known at the end of 2017 - this is one of the measures to support the birth rate in the country. Last week, the government finally came out with clarifications and approved the rules for issuing subsidies to banks, with the help of which the state will compensate them for the difference between the real and preferential rates. If the mortgage is at 11%, it means that the family will pay 6%, and the remaining 5% will be reimbursed to the bank by the state budget. According to calculations by the Ministry of Construction, 600 billion rubles will have to be spent from the treasury for these purposes.

Who is entitled to a preferential loan?

“Families in which a second child is born from January 1, 2018 to December 31, 2022, will be able to get a mortgage loan at 6% for a period of 3 years (then the subsidy ends and the percentage increases to the real one. - Ed.). If a third child appears in the family during this period, a preferential loan is provided for 5 years, explains Minister of Construction and Housing and Communal Services Mikhail Men. - If a family already has a loan that it took out at a higher interest rate, it will be able to refinance it, reducing the rate to 6%. But not all families will be able to do this, but only those in which the 2nd or 3rd child will be born on January 1, 2018. I think that this is good help for families with children, an opportunity for them to improve their living conditions. The state program will also be a good support for the construction industry.”

Unfortunately, the state program will not work on the secondary real estate market. Preferential mortgages will be given only for the purchase of housing in new buildings. The same applies to those who want to refinance the loan - only buyers of new apartments will be allowed to do this. By the way, if a family with a second child takes out a social mortgage at 6% and a third child appears before December 31, 2022, a preferential loan will be given for another 5 years from the date of his birth. Borrowers must be citizens of the Russian Federation, and the law does not provide for any restrictions on the age of parents.

How much money will they give for an apartment?

True, they won’t give you as much money for an apartment as you want, but only 3 million rubles. Exceptions are made only for Moscow, St. Petersburg, Moscow and Leningrad regions. - here you can take out a mortgage with state support for up to 8 million rubles. And we are talking exclusively about ruble mortgages; a loan cannot be issued in foreign currency. Another important nuance is that the family must pay a down payment of at least 20%, and for these purposes you can use maternity capital, which today amounts to 453 thousand rubles. “The maximum volumes of loans are indicated, because the state’s task is to support families who want to purchase standard housing. It’s not our prerogative to help those who dream of expensive luxury apartments,” says M. Men.

Social surveys and government studies have shown that 620 thousand families are ready to take advantage of a mortgage at 6% and another 630 thousand want to refinance the loan. It is clear that these are very approximate figures, depending on many factors: whether a child will be born, whether the family wants to take out a mortgage, etc. Surely, general mortgage rates will also influence people’s decisions. According to the Ministry of Construction's forecasts, by 2022 they may approach 6%, and then extending the program will be inappropriate.

According to some experts, a significant reduction in interest rates on mortgage loans will happen much earlier, and then the state will have to reconsider the preferential rate until 2022 and, possibly, make it even lower. In the meantime, mortgages are given on average at 10% per annum, which means 6% is quite profitable.

So, a 6 percent mortgage in Russia is becoming a reality. 11/25/2017 Vladimir Vladimirovich Putin, at a meeting of the coordinating council for the development of a national strategy for state action in the interests of children, said that starting from 2018, in addition to other options for helping families with children, a special mortgage program “Mortgage 6%” will be developed. It will allow families with two, three or more children to receive a loan at a preferential rate not exceeding 6% per annum. Earlier, Dmitry Anatolyevich Medvedev spoke about the possibility of reducing the mortgage rate to 6-7%. At a meeting with the governor of the Samara region in May 2017, he said that the Russian economy was ready for such a rate.

Let's really evaluate the reasons that led to the creation of preferential mortgages with subsidized mortgage rates from the state:

  • Low inflation. At the end of 2017, inflation in Russia should not exceed 3%, which will allow the Central Bank to continue to reduce the key rate, and therefore reduce the cost of money for banks. As a result, the next point.
  • In 2017, mortgage rates reached their lowest levels. According to the Central Bank, it is 10.05% percent, which is an absolute record and by the end of the year the rate may break 10%.
  • Economic stabilization. Oil prices remain around 60 rubles per barrel, which is a comfortable price for Russia. External attacks from the West on the economy were also repulsed. There was a respite before another storm before and after the 2018 presidential elections.
  • Mortgages have become one of the most reliable sources of profit for banks. In 2017, it should exceed the level of 2 billion rubles. Banks are actively entering this market because... The mortgage product is one of the lowest risk. The share of mortgage arrears does not exceed 1-3%.
  • Stagnation in the construction industry. The end of state-supported mortgages in 2017 became a serious problem for developers. During the period of this program, the share of mortgages for new buildings reached 70-80% in bank portfolios. At the moment, the situation has changed dramatically. Interest rates on secondary housing have become equal to or even lower than rates on new buildings. This influenced the fact that the share of the secondary market in mortgage transactions reached 70% percent. The growth that the mortgage market showed did not cover the developers' need for cheap money. People went to apply for loans for ready-made options on the secondary market. The result is a decrease in the commissioning of new square meters, suspension of current projects, postponed new projects and bankruptcies of developers. If we add to this Putin’s order to move away from the practice of shared construction in the direction of project financing of construction projects within 3 years, then a serious crisis in the construction industry was looming ahead.

All these prerequisites prompted the government to launch mortgages at 6 percent. Let's find out the conditions.

Government Decree

Changes for 2019

Today (04/05/2019) Dmitry Anatolyevich Medvedev signed a decree dated 03/28/2019 on changes to the Rules for the provision of subsidies, which include the following points:

  • residents of the Far Eastern District were allowed to take out a mortgage at 5%, and also made it possible to purchase real estate in rural areas of their region at a preferential rate not only from a legal entity, but also from an individual (resale). In this case, the second and subsequent child should be born not on January 1, 2018, but on January 1, 2019.
  • allowed to refinance under the family mortgage program, previously refinanced loans under regular programs.
  • An interest rate of 6% will remain in effect for the entire term of the mortgage.

The above resolution includes the following important changes:

  • now families with a fourth and subsequent children can participate in a family mortgage and refinance an old mortgage at 6% (previously, families with a 4th and subsequent children could not qualify for a 6% mortgage rate);
  • the period of participation in the program is extended until March 1, 2023 for families whose second and subsequent child is born between 07/01/2022 and 12/31/2022;
  • a concept is introduced as an “additional refinancing agreement”, which allows the bank to reduce the rate on an existing mortgage to 6% (regardless of the date of issue, but strictly from the legal entity), without drawing up a new agreement (now the rate reduction has become possible in that bank as well , who issued a mortgage without the need to prepare a new package of documents for work, which is especially true in the case when the wife is on maternity leave and has no income);
  • the subsidy period increases to 8 years if two or more children are born between January 2018 and December 31, 2022.

Conditions

Preferential mortgages assume that the state subsidizes the interest rate for banks up to 6%. The mechanism will be approximately the same as with state mortgages in 2015-2017. The state will determine the circle of banks that will participate in the program. All of them must submit a special package of documents to the Ministry of Finance of the Russian Federation and an application for participation in the program within 30 days from the date of publication of the decree. Banks and AHML will receive monthly compensation for lost income. If your mortgage was sold to AHML or another bank, then you shouldn’t worry either. You will be able to participate in the rate subsidy program.

The program is valid from January 1, 2018 to March 1, 2023. 600 billion rubles have been allocated for the implementation of the program.

Next, they will sell mortgage products at a rate of 6 percent per annum or even less, and the Ministry of Finance will compensate the banks for lost income. This income will be the difference between the market rate (currently about 10%) and 6%. The operator of the entire mechanism is AHML. After the end of the subsidy period, the rate will be set at the Central Bank refinancing rate on the date of registration of the mortgage + 2%. It may be less according to the bank's decision.

For ordinary borrowers this will not be noticeable in any way. The mortgage agreement will indicate a fixed rate. But there is a very important nuance:

  • For a family with 2 or more children (the second child must be born after January 1, 2018 and before March 1, 2023) - the 6% rate will apply for the entire period;
  • For a family with 2 or more children from rural areas of the Far Eastern Federal District, a preferential rate of 5% will be valid for the entire period.

Important point. A mortgage loan at 6% will be issued only for a new building, as well as for refinancing an existing mortgage loan issued for similar purposes. This program does not apply to the secondary market. Also, this object must be purchased only from a legal entity. By transfer from an individual, it will not be possible to take out a mortgage at 6% (except for cases of issuing a loan or refinancing the mortgage of residents of rural areas in the Far Eastern Federal District).

Another very important point! Previously, according to government decree, families with 4 or subsequent children were not able to get a family mortgage at 6 percent. After a direct line with the president on June 7, 2018, this issue was raised. The state additionally allocated another 9 billion rubles and eliminated this problem.

Who can get a mortgage

Let's define the circle of borrowers:

  1. A family in which a second child is born after 2018;
  2. A family in which a third and subsequent child is born after 2018.

It is worth understanding that a preferential mortgage at 6% is aimed at further increasing the birth rate, so only those families who are planning to have a baby in 2018 and later can apply for a subsidy.

According to the forecast of the Ministry of Finance, more than 500 thousand families will be able to take advantage of this mortgage.

Only citizens of the Russian Federation can take advantage of the subsidy.

Loan requirements

In order for the loan to be subsidized, the bank must issue a mortgage with the following parameters:

  1. The loan must be concluded in rubles no earlier than 01/01/2018 (for a new loan).
  2. The size of the mortgage loan does not exceed 6 million rubles. for regions of the Russian Federation and does not exceed 12 million rubles. for Moscow, Moscow Region, St. Petersburg and Leningrad Region.
  3. Down payment from 20% of the cost of housing.
  4. The rate is 6% for the subsidy period. It should not exceed by more than 2% the Central Bank rate on the date the mortgage was issued, after the end of the subsidy period.
  5. Mandatory life insurance of the borrower and the facility after completion of its construction.
  6. Annuity payment.

In essence, this is the return of the previous ““ program, but with a new sauce - a preferential rate of 6%.

Banks participants

As mentioned above, in order for a bank to become a participant in the program, it must submit a special application for participation. If it is approved, the bank will have the right to receive compensation from the state and issue preferential mortgages at 6 percent.

The very first bank that has already started accepting applications was VTB 24 Bank and VTB Bank of Moscow. At the moment, employees are not very familiar with the conditions, but they need to be patient. You can now contact the bank. Sberbank has not yet made a decision on participation and is eyeing the president’s initiative. Employees received notifications that the entire implementation mechanism is now being worked out and the program will work in Sberbank from the second half of February.

  • the state compensates the bank for lost income.

From February 7, 2017, a special mortgage with state support (family mortgage) will start in Sberbank. With this preferential mortgage, you can purchase housing on the primary and secondary market from a legal entity at a rate of only 6% per annum.

General terms and Conditions:

  • The rate is 6% (3 or 5 years depending on which child, second or subsequent). After the grace period ends, the rate will be 9.5%. If the Central Bank rate changes, then the rate on the date of issuance of the mortgage will be + 2 percentage points;

The same resolution increased the loan amount for the purchase of residential premises in the regions from 3 to 6 million rubles.

On April 13, 2019, Russian Government Decree No. dated March 28, 2019 came into force, according to which rate of 6% per annum and below applies to the entire loan term on preferential mortgages for families with children. Previously, the period of validity of the preferential rate under the program ranged from 3 to 8 years. In addition, borrowers who already have refinanced loans will be able to refinance them again.

The state program will make it possible to issue up to 600 billion rubles in housing loans at a reduced interest rate to citizens who have given birth to their second and subsequent children.
