The pension insurance system of the Russian Federation since 2002 is based on the fact that the basis of the pension is contributions paid by employers for the employee. To become a participant in the pension system and receive payments, you need to register an individual personal account of the insured person. It will reflect all the information necessary to calculate the pension: length of service, periods of employment, places of work, insurance premiums and points. This information is completely confidential and is used in accordance with the rules for data storage.

Pension structure

The amount of future pension savings is influenced by the size of the salary with which contributions to the Pension Fund are paid, the moment of applying for a pension (just in time or over time). In addition, “non-insurance” periods in life are included in the length of service. They are calculated using special coefficients.

“Non-insurance” periods include the following periods:

  • completing military service;
  • caring for a child, disabled person, elderly relative;
  • receiving disability benefits;
  • detention;
  • family members of diplomats have lived abroad for no more than 5 years.

Information about all these periods is reflected in the individual personal account of the insured person.

When to retire?

It is better to apply for payment later than the due date. For each year of delay, the amount of insurance and fixed payments increases by the corresponding coefficient. For example, if applied after 5 years, the indicated amounts will be increased by 36% and 45%, respectively, and after 10 - by 211% and 232%, respectively.

All accumulated savings are reflected in the individual personal account of the insured person. They will be paid in full based on investment income. The amount of savings intended for payment is calculated as follows: the amount of savings is divided by the expected payment period. As of 2017, it is 240 months. The payment structure has also not changed. Citizens receive one-time, urgent payments and accumulated savings. The latter are not indexed and depend entirely on investment results.

Pension rights

From 2024, the minimum length of service to receive insurance benefits will be 15 years. As of 2017, it is eight years and increases by a year every year. Persons who will not have enough insurance coverage by 2024 will be able to apply to the Pension Fund only for social benefits upon reaching 60 (65) years of age. The right to insurance benefits arises at the ages of 55 and 60 years.

The second condition for receiving funds is the formation of pension rights in the amount of 11.4 points in 2017. In 9 years this figure will be 30 points. If a person is given a disability group, he will immediately be assigned an insurance pension (if he has at least one day of service) or a social payment.

Retirement Options

Although, by law, citizens can independently choose between insurance and funded pensions, since 2014, by decision of the government of the Russian Federation, all contributions are directed to insurance payments. Payments are transferred at a rate of 22% of the payroll.

For citizens born in 1966 and earlier, pension savings can additionally be formed through a program of financing and maternity capital. Such citizens do not have the opportunity to choose a security option.

Persons in respect of whom transfers of contributions began for the first time since 2014 can, within 5 years, enter into an agreement on compulsory pension insurance and apply to a non-state Pension Fund, Management Company, VEB. The latter can place citizens' savings in bonds of the Russian Federation and Russian issuers. After changes are made to the register of insured persons and the Pension Fund is satisfied with the chosen investment program, the pension option changes.

In addition, persons who chose the pension formation option before 12/31/15 can change it at any time.

Savings insurer

In addition to the (non) state PF, management companies are also involved in the accumulation of savings. A complete list of accredited insurers is presented on the Bank of Russia website. The insured person must choose a company that will be involved in the formation of savings, and before December 31 of the current year, submit an application to the Pension Fund of the Russian Federation to change the insurer. The document can also be sent by mail or transferred through the MFC.

A few words about maternity capital

To receive a certificate, you need to fill out an application at the Pension Fund branch or on the website in your personal account. The decision to issue a certificate is made within a month. If it is positive, then you can obtain the document from the Pension Fund or the MFC. To do this you must provide:

  • Statement.
  • Passport.
  • Birth/adoption certificate of the child.
  • Confirmation of the child's citizenship.

Maternity capital funds can be used to improve living conditions, pay for a child’s education, or create a pension.

SNILS

The Pension Fund of the Russian Federation registers Russians, foreigners and stateless persons in the Compulsory Insurance System (OCI). An individual account with an insurance number - SNILS - is opened for each participant in this system. With its help, information about receiving services and benefits is collected, and municipal institutions identify citizens who apply for a passport, receive social assistance, etc.

The following data is indicated in SNILS:

  • individual personal account of a citizen of the Russian Federation;
  • Date of Birth;
  • date of registration in the OPS.

Every registered citizen is issued a "green card". A copy of this document must be presented when applying for employment and applying to all authorities.

SNILS is needed not only for adults, but also for children. Firstly, some of them still receive a pension. Secondly, all children enjoy benefits: free meals at school, discounted medications, vouchers to sanatoriums, etc. Some categories of children even attend additional education clubs more often.

Parents can issue a SNILS for their child through the MFC or Pension Fund. He can do this on his own when he reaches 14 years of age. To obtain the document, you need to provide a passport or birth certificate and fill out personal information. The card is issued within four weeks, although in some areas the time is reduced to a few minutes. If the application is submitted by one parent, then the second parent can pick up the card if they have their passport and the child’s documents (birth certificate).

Employed citizens can apply for SNILS through their place of work. To do this, the employee must fill out a special form in the HR department. Within two weeks from the moment of signing the employment contract, this document is transferred to the Pension Fund for registration in the OPS. Another 2 weeks are allocated for card processing and account registration.

Data Update

SNILS has no expiration date. It is assigned once to a specific person and does not change again. That is, you cannot lose the number itself, but you can lose the card.

It is not worth storing the document as carefully as a passport. After all, you cannot get a loan using SNILS. Recovering a lost document is very easy. It is enough to contact the employer with an application to issue a duplicate. Individual entrepreneurs and unemployed citizens will have to apply for a new card to the Pension Fund of the Russian Federation. A duplicate is issued within a month.

If you change your last name, SNILS must be updated. This can be done using the methods described above. The individual personal pension insurance account will remain the same, just the card will be issued in a new name.

Personal account structure

An individual account consists of two parts. The general part contains the following data:

  • insurance number of a citizen of the Russian Federation;
  • Surname and initials;
  • date and city of birth;
  • location;
  • details of a person’s passport or identity document;
  • citizenship;
  • date of registration in the OPS;
  • periods of activity that fall into the length of service;
  • periods of work in special conditions, regions of the Far North.

In the same part of the individual personal account the following is indicated:

  • salary on which contributions are calculated;
  • the amount of insurance premiums accrued, paid and received;
  • volume of pension capital, information on its indexation;
  • setting a labor pension, its indexation;
  • information about closing a personal account.

The special part of the individual personal account of the insured person contains the following data:

  • contributions to the funded part of the pension;
  • information about the company (MC) that manages the account;
  • information on annual transfers of savings;
  • data on the temporary movement of funds before they are reflected in the personal account;
  • information about income and expenses from investing;
  • information on the transfer of savings between management companies, to a (non) state pension fund;
  • payments from savings.

There is also a professional portion of the account, which contains information about the additional amount of insurance premiums, investment income, professional experience and benefits.

Information about savings

Every Russian has the right to receive information about the amount of savings upon application. This service is provided free of charge once a year. A notification from the Pension Fund about the status of an individual personal account is presented in the form of an extract in the SZI-6 form on paper at the territorial office of the Pension Fund. At the request of the citizen, this data can be sent by registered mail.

The service of informing applicants is carried out in accordance with the Federal Law “On individual accounting in the OPS system”. Data must be provided within 10 days from the date of receipt of the request.

Multifunctional centers

To receive a notice, the applicant must:

  • Contact the MFC with the appropriate request.
  • Receive a receipt for your application.
  • Wait for an extract or notification.

MFC employees must accept a request from a citizen and transfer it to the Pension Fund, in which:

  • data verification is carried out;
  • the request is registered in the request log;
  • an extract is generated,
  • extended notification about the status of an individual personal account or refusal to provide data.

Justified reasons for refusing to provide information are the absence of one of the following documents:

  • passports;
  • powers of attorney (if the application is made through a representative);
  • SNILS.

Appeal

Applicants can appeal the decision of the Pension Fund. To do this, the applicant must draw up a complaint in writing or electronically and send it to the government agency. The document must contain:

  • Full name, residence address, contact details of the applicant;
  • information about the decision being appealed;
  • arguments for challenging the decision (in the form of missing documents).

If the complaint is transferred to the territorial office of the Pension Fund of Russia, the applicant must provide his passport. The document can be sent electronically through the Pension Fund website or a single portal. A scanned copy of SNILS and other documents for challenging the decision should be attached to the letter.

When filing a complaint through the Pension Fund website, other supporting documents can also be submitted in electronic form and signed with an electronic signature. In this case, no identification document is required.

If an official’s decision to refuse to receive an extract from the individual personal account of the insured person is appealed, the complaint is transferred to the head of the territorial office. If the decision of the manager is appealed, then to a higher authority. The review period begins from the moment the document is registered. A complaint can also be submitted through the MFC. In this case, the center employees must transfer it to the Pension Fund the next day at most.

The grounds for filing a complaint are:

  1. Exceeding the deadline for registering a request or providing a service.
  2. Requirement of other documents to obtain an extract.
  3. Refusal to accept documents or provide services.
  4. Request for payment for the provision of a service.
  5. Refusal of an official to correct errors in the documents provided.

After reviewing the documents and satisfying the complaint, the applicant is sent a response indicating:

  • name of the territorial branch of the Pension Fund;
  • the decision and the grounds for making it;
  • Full name of the insured person.

Alternative options

How else can you find out about the status of the individual personal account of the insured person?

An account statement (AS) can be obtained at Sberbank branches. But not in all of them. A detailed list of branches is presented on the Pension Fund website at the following address:

Information about the status of drugs can also be obtained on the State Services website. An individual personal account and information on the movement of funds on it will become available immediately after registration in the Unified Portal.

Employed citizens can receive information about transferred contributions to the Pension Fund from their employer. To do this, just request a 2-NDFL certificate.

On the territory of the Russian Federation, for each insured person, the Pension Fund of the Russian Federation opens an individual personal account with a permanent insurance number containing control digits that make it possible to identify errors made when using this insurance number in the accounting process.

The individual personal account of the insured person consists of general, special and professional parts (sections) 29.

The general part of the individual personal account of the insured person shall indicate:

1) insurance number;

2) last name, first name, patronymic, last name that the insured person had at birth;

3) date of birth;

4) place of birth;

6) address of permanent residence;

7) series and number of the passport or identity card, the date of issue of the specified documents, on the basis of which the information specified in subparagraphs 1 - 6 of paragraph 2 of this article is included in the individual personal account, the name of the authority that issued them;

8) citizenship;

9) date of registration as an insured person;

10) periods of labor and (or) other activities included in the insurance period for the assignment of a labor pension, as well as the insurance period associated with special working conditions, work in the Far North and equivalent areas;

11) other periods counted toward the insurance period in accordance with Article 11 of Federal Law No. 173-FZ of December 17, 2001 “On Labor Pensions in the Russian Federation”;

12) wages or income on which insurance premiums are calculated in accordance with the legislation of the Russian Federation;

13) the amount of insurance premiums accrued by the policyholder to the insured person;

14) the amount of insurance premiums paid and received for this insured person;

15) information about the estimated pension capital, including information about its indexation;

16) information on the establishment of a labor pension and indexation of its size, including the insurance part of the labor pension;

17) information about the closure of the individual personal account of the insured person. thirty

The special part of the individual personal account of the insured person shall indicate:

1) the amount of insurance contributions for compulsory pension insurance received for the funded part of the labor pension;

1.1) the amount of additional insurance contributions for the funded part of the labor pension, the amount of employer contributions paid in favor of the insured person, received in accordance with the Federal Law “On additional insurance contributions for the funded part of the labor pension and state support for the formation of pension savings”;

1.2) the amount of contributions received for co-financing the formation of pension savings in accordance with the Federal Law “On additional insurance contributions for the funded part of the labor pension and state support for the formation of pension savings”;

2) information about the choice of an investment portfolio (management company) by the insured person;

3) information reflecting the results of the annual transfer of pension savings for investment to management companies;

4) information reflecting the results of the temporary placement of pension savings in the period before they are reflected in the special part of the individual personal account;

5) information reflecting the accounting of income from investing pension savings;

6) information reflecting the accounting of necessary expenses for investing pension savings;

7) information on the transfer of pension savings from one management company to another;

8) information on the transfer of pension savings to a non-state pension fund;

9) information on the transfer of pension savings from a non-state pension fund to the Pension Fund of the Russian Federation;

10) the amount of payments made from pension savings. 31

The professional part of the individual personal account of the insured person indicates:

1) the amount of insurance premiums additionally paid and received for the insured person who is a subject of the professional pension system;

2) the amount of investment income;

3) duration of professional experience;

4) the amount of payments made. 32

The special and professional parts of an individual personal account may also contain other information transferred to the Pension Fund of the Russian Federation in accordance with the legislation of the Russian Federation.

The individual personal account of the insured person is stored in the Pension Fund of the Russian Federation throughout the life of the insured person, and after his death - for the period provided for by the procedure for storing pension files.

In the event of the death of the insured person, information about his death is transmitted within one month from the date of registration of death by the relevant civil registry office to the body of the Pension Fund of the Russian Federation where the state authority of the subject of the Russian Federation that formed the civil registry office is registered as an insurer. . The specified information is transmitted in the form determined by the Pension Fund of the Russian Federation. 33

The Pension Fund of the Russian Federation and its territorial bodies issue each insured person an insurance certificate of compulsory pension insurance, containing the insurance number of an individual personal account, the date of registration as an insured person and the personal data of the specified person. 35

A person who is hired for the first time under an employment contract or who has entered into a civil law contract for which insurance premiums are calculated in accordance with the legislation of the Russian Federation receives the specified insurance certificate through the insured.

An individual who independently pays insurance premiums receives an insurance certificate of compulsory pension insurance directly from the Pension Fund of the Russian Federation at the place of his registration as an insurer.

Insurance certificates of compulsory pension insurance are kept by the insured persons.

In the event of loss of an insurance certificate of compulsory pension insurance: an insured person working under an employment contract or who has entered into a civil law contract, for the remuneration for which insurance premiums are calculated in accordance with the legislation of the Russian Federation, is obliged, within a month from the date of loss of the insurance certificate of compulsory pension insurance contact the policyholder with an application for its restoration; the policyholder must submit this application to the relevant body of the Pension Fund of the Russian Federation along with a document confirming the insurance number of the individual personal account of the insured person;

an individual who independently pays insurance premiums is obliged, within one month from the date of loss of the insurance certificate of compulsory pension insurance, to apply to the body of the Pension Fund of the Russian Federation at the place of his registration as an insurer with an application for its restoration; 36

an insured person who is not working under an employment contract or who has not entered into a civil law contract for which insurance premiums are calculated in accordance with the legislation of the Russian Federation, and who is not registered as an insured, is obliged, within a month from the date of loss of the insurance certificate of compulsory pension insurance apply for its reinstatement to the body of the Pension Fund of the Russian Federation at your place of residence;

the body of the Pension Fund of the Russian Federation, upon the application of the insured person about the loss of the insurance certificate of compulsory pension insurance, within a month from the date of application on the basis of an individual personal account opened for him, issues him a duplicate of the specified insurance certificate through the policyholder or personally; To resolve this issue, the body of the Pension Fund of the Russian Federation has the right to require from the insured person additional information confirming his identity and the information contained in his individual personal account.

Information about insured persons is provided by policyholders, including individuals who independently pay insurance premiums. 37

The policyholder submits to the relevant body of the Pension Fund of the Russian Federation information about all persons working for him under an employment contract, as well as those who have entered into contracts of a civil law nature, for remuneration for which, in accordance with the legislation of the Russian Federation, insurance premiums are charged, for whom he pays insurance premiums .

Individuals who independently pay insurance premiums themselves provide information about themselves to the authorities of the Pension Fund of the Russian Federation at the place of their registration as policyholders. Control over the reliability of information about length of service and earnings provided by policyholders, including individuals who independently pay insurance premiums, is carried out by the bodies of the Pension Fund of the Russian Federation.

Information on insured persons recognized as unemployed in accordance with the established procedure is provided by the employment service authorities.

The specified information can be presented both in the form of documents in written form and in electronic form (on magnetic media or via communication channels) if there are guarantees of their accuracy and protection from unauthorized access and distortion. In this case, the legal force of the submitted documents must be confirmed by an electronic digital signature in accordance with the legislation of the Russian Federation. The issue of the possibility of submitting information in electronic form is decided by the Pension Fund of the Russian Federation together with specific policyholders. 38

The period of storage by the bodies of the Pension Fund of the Russian Federation of documents in written form, as well as documents in electronic form, the legal force of which is confirmed by an electronic digital signature in accordance with the legislation of the Russian Federation, containing information on insurance contributions and insurance experience and submitted to the Pension Fund of the Russian Federation by policyholders, including individuals who independently pay insurance premiums, for the purposes of individual (personalized) registration in the compulsory pension insurance system is at least six years 39 .

The period of storage by the bodies of the Pension Fund of the Russian Federation of documents in the above forms containing other information is at least three years.

The destruction of individual (personalized) accounting documents containing information about insurance premiums and insurance experience after the expiration of the established storage period is carried out after the insured person has familiarized himself with the information contained in his individual personal account for the corresponding period and has been given the specified information.

Everyone knows how much money is stored in their wallet, but not everyone knows about their funds, which are stored in their individual personal account with the Pension Fund. For some this is not interesting. Others don't even know about its existence.

But it is from these accumulated funds in the personal account of the Pension Fund that the calculation of the pension is made up. The greater the amount of pension points on your ILS, the greater the amount of monthly payments in retirement.

How to find out the status of your individual personal account

Every person, regardless of age, can find out information about the status of their personal account. To do this, it is enough to be registered with the pension fund ()

Individual personal account(ILS) is information not only about accumulated points, but also about the length of service, earnings and insurance premiums that you personally have accumulated to date.

Each such account has its own unique SNILS number. It is assigned to a person once. Therefore, even if your last name or other personal data changes, this number remains the same.

What if your employer does not pay insurance premiums? In this case, you will not accumulate any experience with such an employer. If you receive a “gray” salary and have worked for a long time for such an unscrupulous employer, you may find out too late that you are not entitled to a pension. Therefore, it is so important to know and periodically check the status of your personal account with the Pension Fund.

There are quite a lot of options so that, without wasting unnecessary time, you can track information about your length of service and accumulated pension points at least once a year.

How to correctly read information from the HUD

After you have received the requested information from your personal account, you must verify all data with your work history. The form of this document is called SZI-6. We recommend watching a video about what information is contained in our ILS.

The first page contains information about the insured person, the pension option, the total number of accumulated pension points and the insurance period:

All subsequent information consists of three main sections:

  1. after 2015. It is from this moment that, in connection with the entry into force, pension points are formed for each year of your work on the basis of the insurance premiums paid for you. Therefore, the ILS has its own separate section for this.

Please note that for each year of work the amounts of insurance premiums accrued for you are indicated, as well as points calculated from these amounts.

At this stage we need to make sure that your work is currently being paid officially and that your work experience is being taken into account. The table clearly shows the period of work, the amount of insurance premiums and the number of points taken into account during this period of work. All acquired experience up to this time is reflected in the next section.

  1. Information about generated rights until 2015. This information is necessary for calculations using the old pension formula and also affects the calculation of our pension. Pension capital for them is converted into pension points.

In this section you can view the available information about your:

  • average monthly earnings for 2000-2001;
  • experience until 2002;
  • other periods of work;
  • the amount of insurance premiums since 2002 (indexed as of December 31, 2014).

It also shows detailed information about your places of work, including the name of the employer.

The information from this section of the personal account must also be carefully verified. If you think that some job data has not been taken into account, then contact your employer to clarify the data and.

Please note thatIf you do not form pension savings and are not a participant in the co-financing program, then the information in this section will not be displayed.

It is in the information about the state of your personal account that you can simply find out in which non-state pension fund the money is located.

The insurer can be either the Pension Fund of the Russian Federation or the Non-State Pension Fund (NPF).

If you did not choose a non-state pension fund or a management company, then all the funds in your pension savings by default (hence the name “silent”) are managed by the state management company Vnesheconombank.

If there are pension savings from maternity capital or additional insurance contributions, the information will also be reflected in the corresponding lines.

Using the pension co-financing program (if you participate in it), you can track by year the amount of voluntary contributions and the amount that the state adds to your savings.

How to find out the size of your pension via the Internet

In fact, there is an additional – fifth section in the ILS.

This is information about the established pension. They appear only after retirement. In this case, all data taken into account in the pension calculation from the previous sections are reset to zero.

For example, you can see information that your experience is 0 years 0 months 0 days. This means that all accumulated experience is taken into account in the amount of your pension.

Here the pensioner will find both the total amount of his pension and its components: the amount of the fixed payment and the amount of the insurance pension.

For a working pensioner it is very convenient to view information about the amount of pension that he could receive if he did not work (taking into account all indexations).

Important! If after the appointment of an insurance pension in block 3.2. the amount of savings is not zero, then you have the right to payment of these funds. In this case, be sure to contact the pension fund with an application for a funded pension.

Why are there few points?

Perhaps many who have already used the service of requesting an extract from an individual personal account have noticed the lack of information for the past year. Why are there few or no pension points for 2017?

The thing is that currently all reporting to the Pension Fund on length of service and insurance contributions comes through the Tax Inspectorate. For example, reporting on work experience SZV-experience is submitted by employers only once a year. Information about insurance premiums is submitted several times a year.

Therefore, information about length of service and pension coefficients appears late on your individual personal account. This is not a reason to sound the alarm. The pension fund also receives individual information about us with a specified delay.

Information about your work will be gradually received by the Pension Fund. You can check the status of the ILS once a quarter in the form of an SZI-6 extract through the government services website or in the pensioner’s personal account.

1. Obtaining information about the ILS through your personal account on the Pension Fund website or the Unified portal of public services

Sending a request through your personal account on the PFR website or the Unified Government Services Portal is the fastest way to obtain information about the status of the ILS. Information is provided on the day of request in real time (Part 1, Article 14 of Law No. 27-FZ; Resolution of the Board of the Pension Fund of the Russian Federation dated September 17, 2014 No. 374p; clause 13

Let us remind you that in order to gain access to the personal account of the insured person on the Pension Fund of Russia website, you need to register on the website www.gosuslugi.ru or in the Unified Identification and Authentication System (USIA).

On the Unified Government Services Portal, you can obtain the information you are interested in in the subsection “Notice on the status of a personal account in the Pension Fund of the Russian Federation” in the “Pension, benefits and benefits” section in the service catalog.

2. Obtaining information about ILS from the territorial office of the Pension Fund or MFC
