Many sites offer to study the map in photographs and pictures. But after reviewing a large number of sources, we found only one official interactive map of renovation: on the official website of the Moscow Mayor. There you will find the designated starter houses and the houses included in the program.


Address list of neighborhoods (territories), within the boundaries of which it is planned to carry out the design and construction of starting apartment buildings to ensure a wave of resettlement of citizens during 2017-2019. In 2018, a city housing renovation program was launched in Moscow. Designed for a period of 10-15 years, the program is aimed at demolishing more than 5 thousand dilapidated urban buildings with the resettlement of their residents on the vacant sites into new modern housing.

By Resolution No. 708-PP 242 dated September 26, 2017, the city government approved a list of 242 starting sites for renovation construction in all districts of Moscow. The websites of the mayor of Moscow and the city Construction Complex have posted interactive maps of the ongoing project.


The concept of “interactive” in relation to any object means that the user can carry out certain interactions with it. Modern technologies provide users with new opportunities, in particular, obtaining additional information related to any issue.

For example, an interactive housing renovation map can help the user find out:

  • addresses to be demolished and to be preserved from demolition by program;
  • location of the launch sites and starting houses of the program, as well as the timing of their commissioning;
  • detailed objects in question, including characteristics of associated infrastructure facilities.

Where can I find a list of houses included in the renovation program?

This map shows the starting renovation sites, collected in groups by city district, which allows for a preliminary assessment of the problems associated with the program.

By zooming in on a group of launch sites using “mouse clicks” on the map or using the zoom buttons (+ and -) located on the left, you can obtain visual information about the location of the address landmarks of the sites, as well as the five-story buildings included in the program.

Reference. The address landmarks of the launch sites are indicated on the map with round orange and white icons, and the houses included in the program are indicated with green rectangles.

By clicking on a selected object on the map, you can get detailed information about the location of this object - and its city address.

Reference. At the top of the interactive map there is a line where you can enter the street name and house number, and by clicking on the magnifying glass icon on the right side of the line, you can find out whether a particular house is included in the renovation program.

By interacting with the interactive map on the city mayor’s website, the user can get an idea of ​​the construction under the program both in and at specific addresses, finding out:

  • where are the launch sites located?
  • what is the building density in the renovation areas;
  • the proximity of groups of demolished houses to the launch sites;
  • proximity of development sites to transport and other urban infrastructure.

The interactive map of the Moscow Construction Complex, located on the website of the Complex of Urban Planning Policy and Construction, provides more detailed information on the demolition and construction of renovation houses on sites.

On the map of the Construction Complex, the starting sites for 2017-2019 and 2020-2021, renovation starting houses, demolished dilapidated five-story buildings, as well as preserved five-story buildings that are of historical, architectural and urban planning value are indicated in a separate color.

Reference. The preserved five-story buildings participating in the program are planned to be restored and adapted for modern use by the city, taking into account the opinions of citizens.

The demolition of five-story buildings was started back in the 1990s by Mayor Yuri Luzhkov. In February 2017, it was decided to continue the demolition of Moscow five-story buildings. The new renovation program initiated by the mayor of the capital Sergei Sobyanin found the support of the President of Russia. To implement this, amendments were made to certain legislative acts, the so-called renovation law was adopted.

As of August 2017, the schedule for the demolition of five-story buildings under the renovation program implied the liquidation of 5,144 residential properties, that is, more than 350 thousand apartments; later, changes were made to the list of houses included in the renovation program more than once. Active implementation of the new demolition program began after the completion of the previous one, that is, the liquidation of the remaining several dozen houses. The renovation of the five-story housing stock was approved by Mayor Sergei Sobyanin in August 2017. The houses participating in it were determined by the residents themselves by voting, which took place in May-June 2017. The relocation schedule for renovation implies the participation of those objects, the majority of whose residents spoke in favor of this.

The renovation schedule for liquidation of houses involves the demolition of facilities in almost all districts of the capital. When compiling the final list of objects, the Moscow City Hall was guided not only by the opinions of the residents themselves, but also by the conclusions of technical specialists about the condition of the five-story buildings. The renovation will be carried out using the wave method. First, a starting facility will be built where the residents of the first liquidated house will be resettled. The mayor's office announced the housing renovation program in Moscow at the beginning of 2017, but the final list of houses subject to resettlement and demolition and the Moscow renovation map were published only at the end of September. This is the second program to demolish the so-called “Khrushchevka” - five-story panel houses. According to the voting results, 5,144 five-story buildings are subject to demolition, which is more than 350 thousand apartments. What will the residents of dilapidated houses get in return?

As part of the renovation program announced in 2017, five-story buildings of the I-510, I-511, I-515 series, that is, panel, block and brick buildings, will be demolished. Residents of houses subject to demolition will receive equivalent housing in new monolithic and panel multi-storey buildings. Moscow authorities assure that more than 90% of resettled citizens will receive new housing within their district (okrug). And on the site of the demolished five-story buildings, new residential buildings will be erected, and the construction of skyscrapers is not included in this project. The height of future residential buildings is planned to range from 6 to 14 floors.

Moreover, renovation participants will have the opportunity to improve their living conditions when moving from demolished houses to a new apartment. Each of them will be able to choose housing with a larger area by paying extra for it. For those who do not take advantage of this benefit, the city authorities reserve the right for them to purchase a second apartment at a significant discount within two years from the date of moving.

According to the law “On the status of the capital of the Russian Federation”, the opportunity to purchase a large living space with an additional payment is available not only to owners of apartments in dilapidated five-story buildings, but also to those who live in them on the basis of a social tenancy agreement, provided that they have chosen compensation in the equivalent of a dwelling of equal size . A discount of 10% of the additional payment amount will be available to all project participants if they express a desire to purchase additional square meters.

The five-story buildings that are subject to resettlement and demolition were determined by voting by the residents themselves, as well as based on the opinion of technical experts. Voting for the inclusion of “Khrushchev” buildings in the renovation program was carried out from May 15 to June 15, 2017. Today, many residents of five-story buildings are concerned about the question of how to find out the results of the renovation vote for a particular building. Other topics are of no less interest, for example, whether all votes are taken into account, how to check this, how residents of neighboring apartments voted. Numerous protests by opponents of the renovation forced the authors of the project to make the vote counting system as transparent as possible and anyone can find out about the voting results without leaving home.

The results of the past voting are available to all Muscovites for review. To find out the result of the renovation vote and check which houses are included in the renovation program, it is possible to use the appropriate Internet service, for example, on the Moscow Mayor’s portal mos.ru.

You can obtain information about the distribution of votes by entering the street name, as well as the full number of the house of interest, in a special field on the portal. The search result will provide information about the percentage of residents who voted for and against. In this way, you can understand whether your house is participating in the renovation program or not. It will include those five-story buildings, the majority of whose residents supported the project.

Along with this, the interactive map allows you to clarify the voting results of each apartment. The numbers, as well as the personal data of the residents, are encrypted. However, this information allows you to see the result of the distribution of opinions in more detail. It is displayed as a separate list in the final table, which is very convenient and informative.

Using the interactive map of public portals, you can find out the voting results of other houses. All objects taking part in the distribution of votes are marked with special markers. If he has green color, this means that the majority of residents supported the renovation. If it is red, it means the vast majority of apartment owners in this building have refused to participate in the program.

The voting results in “Active Citizen” and the MFC “My Documents” were summed up in two stages. The first was to determine how each specific apartment voted. For residents who are the only owners or tenants of apartments, information about where to find out the results of voting on renovation of the house may be quite sufficient, since in this case, during the apartment-by-apartment voting, only his vote was taken into account. For those objects that have several owners, the final opinion was calculated based on the majority of votes. In the case where the positions were divided in equal proportions, the opinion was not counted. The same algorithm worked for those apartments that are communal.

You can find out the results of voting on renovation by using public portals. With their help, you can check whether your vote was taken into account. If a website called “Active Citizen” was used to express one’s position, or it was given through a personal visit to the MFC, then the voter received a personal code. You can use it to check whether your opinion has been processed. To do this, you must enter the received identifier in a special form on the Moscow Mayor’s portal. The result of the search should be information that the vote was taken into account, as well as in favor of which of the positions it was cast.

The second stage of summing up consisted of calculating the final opinion for the entire five-story building. This is now reflected on an interactive map, which provides the answer to the question of how to find out the results of the renovation vote for a specific house. The general mechanism for counting votes in the house as a whole looked like this. If more than two-thirds of the apartments in the building, or 66.67% of the total number, voted to participate in the renovation, then this house was included in the list of those that will be liquidated in the next 15 years, and their residents resettled.

The distribution of votes of “silent” citizens who abstained from voting is given special attention. Previously, it was assumed that such votes would be counted in favor of renovation. However, it was subsequently decided that abstention votes would be distributed in proportion to the general opinion.

Citizens who were looking for an answer to the question of how to find out the results of voting on the renovation of a house can not only get detailed information on how residents’ opinions were distributed on the mos.ru portal, but also check whether their vote was taken into account.

If a general meeting of premises owners was held in the building, then you can familiarize yourself with its minutes and the decisions made at it at the district government.

Residents of five-story buildings could cast their vote through the “Active Citizen” application, the “My Documents” MFC, or at meetings of owners, the decisions of which took precedence over other ways of expressing the will of citizens. The Moscow City Hall did everything possible to ensure that Muscovites had no doubts about the correctness of the calculations. It was with the aim of making the process maximum transparency that an identity confirmation procedure was introduced.

In those communication channels through which Muscovites expressed their opinion about the program, and where you can find out the results of voting on renovation at the moment, it was necessary to indicate personal data confirming the right to take part in the survey. Among the information requested were:

  • information about the personal account of the apartment, according to which utility bills are calculated
