Fedor Kuznetsov was born in peasant family, participated in the First World War, became an ensign. During October revolution(1917) he commanded a detachment of the Red Guards. Fedor Kuznetsov served in the Red Army since 1918, took part in the Civil War, commanded a company, battalion, regiment. In 1920-1921 he served in Belarus, participated in the fight against banditry. F.I. Kuznetsov graduated from the Frunze Military Academy (1926) and advanced training courses for senior officers (1930). In 1930-1932 he was the head of the training department of the Moscow Infantry School, in 1935-1938 he was the head of the faculty and head of the department at the Frunze Military Academy. In 1938 F.I. Kuznetsov was admitted to the CPSU (b), and in July of the same year he was appointed deputy commander of the Belarusian military district.

After participating in the Soviet-Finnish war (1939-1940), he was appointed head of the Academy of the General Staff. From August 1940 F.I.
