Valery Petrov headed the prosecutor's office of Buryatia in 2006. According to conversations, he is one of the people close to the Prosecutor General, since the years when Yuri Chaika headed the Prosecutor's Office of the Irkutsk Region. That is, associations of people in conditional groupings vary from several families to huge communities.

An important feature of the Buryat clans is a significant departure from a purely ethnic content. None of the clans of Buryatia, including the "Semei", focuses only on representatives of one ethnographic group.

IN last years Nagovitsyn, a serious conflict broke out in the republic between the prosecutor Valery Petrov and the mayor of Ulan-Ude Alexander Golkov. According to the local press, prosecutor Petrov did not have a relationship with the new head of the republic. It was said that Tsydenov allegedly refused to appoint Petrov the people recommended by the prosecutor. It was also said that prosecutor Petrov made a bet on the nomination of Senator Vyacheslav Markhaev, the former deputy minister of internal affairs of Buryatia and the first commander of the Buryat OMON, as a candidate for the head of the republic. Today Markhaev heads the republican committee of the Communist Party. They say that Petrov himself refused this offer, but after several days of deliberation he accepted it.

The appointment of Valery Petrov to the PRT may have good prospects, experts say. Petrov is a tough and ambitious man, he has a strong grip. And in such a department as the GVP, these qualities will be very useful. Valery Petrov will have to complete the organizational transfer of employees to the department of Yuri Chaika, which is very painfully perceived by military prosecutors serving in the Ministry of Defense.

It must be borne in mind that Petrov will have to work on the territory of Defense Minister Sergei Shoigu and the generals. Considering that almost all military prosecutors in one way or another came into conflict with the ministers and their deputies, Petrov has a difficult job ahead of him.

Summing up: the "Buryat transfer" actually eliminated the conflict in the republic on the eve of the election campaign. Tsydenov retained and strengthened his position (this is also a plus for the Timchenko-Levitin team). Yury Chaika has strengthened his position, having actually completely taken control of the GWP.

Sergei Shoigu did not gain anything from Petrov's appointment, but so far he has not lost anything (considering that the military police, which has taken over part of the functions of the GVP), are under the control of the Minister of Defense.

These are raider seizures of enterprises, in which the media called Valery Petrov's friends involved, and criminal cases fabricated against objectionable police officers, and protests related to the criminal prosecution of local entrepreneurs. But all this did not prevent the business prosecutor from retaining his post.

According to the official biography of a high-ranking security official, he was born and raised in the Irkutsk region, but his entire career in law enforcement is connected with the prosecutor's office of Buryatia. For example, the prosecutor of Buryatia is accused of deliberately sabotaging proceedings on the deliberate bankruptcy of Ulan-Ude Shipbuilding Company LLC. And the local police officers who tried to conduct an investigation were subjected to a biased prosecutorial check, some were demoted, and the materials they collected were shelved. And all because the territory of the industrial zone of the shipbuilding enterprise attracted Vladimir Dmitriev, and now shopping and entertainment establishments are located there, and the entire complex owned by the entrepreneur was called the New City.

The businessman took advantage of his connections in the prosecutor's office and during the capture of Avto OJSC, the leadership of which was also subject to a criminal case. The persecution stopped only after the enterprise came under the full control of the raiders. On its territory, Dmitriev opened a commercial registration point for Agat vehicles, which is associated with another scandalous criminal case.

The head of the republican traffic police, holder of two Orders of Courage, Alamzhi Syrenov, was accused of legalizing illegal vehicles through a subdivision of the department located in the village of Onokhoy. The irony is that a high-ranking police officer, respected in Buryatia, himself helped bring corrupt traffic police officers to justice. And one of those under investigation willingly agreed to testify against the colonel.

On the conscience of the prosecutor of Buryatia, a number of criminal cases fell apart in the courts, but broke the fate and business of people. At the same time, Valery Petrov literally puts a brake on all attempts to call Vladimir Dmitriev and his subordinates to account. Thus, the criminal case initiated on the fact of the illegal withdrawal of property and the subsequent bankruptcy of one of the Ulan-Ude bakeries, owned by Taryaan OJSC, was terminated.

It is worth noting that the prosecutor's office of Buryatia shows a strange complacency not only in relation to Dmitriev and his people. They say that not without the participation of the leadership of the supervisory agency, the criminal case against the director of Kyakhtinskoye LLC Sergey Chursov, initiated under Part 2 of Article 159 of the Criminal Code of the Russian Federation (fraud), was terminated, although the damage caused to the state amounted to 31 million rubles. Moreover, we are talking about federal funds aimed at modernizing the pig complex of Kyakhtinskoye LLC as part of the priority national project "Development of the Agro-Industrial Complex".

Another scandalous criminal case initiated by Valery Petrov was the persecution of the Buryat businessman Marat Kharisov, in whose defense human rights activists organized rallies and collected signatures for a corresponding petition on the change.org portal. - No matter what sphere of life of the republic we touch, if not the prosecutor himself, then his shadow is present everywhere. The people have long called him nothing more than a "business prosecutor." Using his position, he actively interferes in all spheres of economic and political life Buryatia. No matter what entrepreneurs and public figures I communicate with, in the end, all the threads of control of the business sphere and economic life lead to Valery Petrov, ”Marat Kharisov said in court.

According to the businessman, over the years of work in his post, the prosecutor of the republic helped people close to him create a powerful business empire. And now they not only skillfully protect their personal interests, using the full power of the supervisory agency, but also engage in raider seizures of promising and profitable enterprises. An example is the transfer to the ownership of people close to Valery Petrov, the largest brick factory in Buryatia with large reserves of natural raw materials, which was built and launched at the expense of foreign investors. Now this enterprise belongs to the prosecutor's friends - co-owners of Best Plus LLC.

Marat Kharisov also mentioned Irina Petrova, the wife of a high-ranking security official. This autumn, she headed the Committee for the State Protection of Cultural Heritage Objects of the Administration of the Head of the Republic, moving to a new position from the post of Deputy Minister of Culture of Buryatia.

Businessman Kharisov claims that it was thanks to Irina Petrova that the aforementioned Best Plus LLC received permission to build its facilities in the historical part of Ulan-Ude. The office of the prosecutor's wife distributes state contracts for the reconstruction of architectural monuments, and those controlled by Valery Petrov construction companies master federal budget resources. Such " family contract” also brings considerable income to a high-ranking security official.

The indignation of the Buryat public with the activities of the prosecutor seized many after the beating of the head of the Republican Center for the Protection of Business and Combating Corruption, Vladimir Migunov. The victim himself suspected Valery Petrov of organizing this crime.

On the fact of the incident, he filed a statement with the police and a medical institution, where the bruises received were recorded.

The victim collected extensive data on criminal prosecutions of Buryat entrepreneurs with the aim of taking over their business and, conversely, on “hushed up” cases related to raider operations, seizures of federal property, and harassment of conscientious law enforcement officers. Shortly before the attack, Vladimir Migunov was summoned to the prosecutor's office of Buryatia. According to the human rights activist, they talked to him in a threatening tone, demanding that he stop his social activities.

Then the Buryat activists for the first time demanded federal center conducting an independent investigation and dismissal of Valery Petrov, Prosecutor of the Republic. But he, as it turned out, is irreplaceable.

A battered human rights activist, raider seizures of enterprises, an ostentatious fight against corruption and lobbying for the interests of specific businessmen - all this is an ugly picture of the activities of the prosecutor of Buryatia. Neither the notorious rotation of personnel, nor the opinion of the inhabitants of the republic, nor numerous publications in the media, nor protest actions - nothing can shake Valery Petrov's position in the region.

It should be noted that Vladimir Putin signed another order to extend Petrov's powers as regional prosecutor on June 8, 2015 for a period of 5 years.
