I. General provisions

1. The procedure for organizing and carrying out educational activities for the main general educational programs - educational programs of preschool education (hereinafter referred to as the Procedure) regulates the organization and implementation of educational activities for the main general educational programs - educational programs for preschool education, including the features of organizing educational activities for students with disabilities health.

2. This Procedure is mandatory for organizations engaged in educational activities and implementing the main general educational programs - educational programs of preschool education, including individual entrepreneurs (hereinafter referred to as the educational organization).

II. Organization and implementation of educational activities

3. Preschool education can be obtained in organizations that carry out educational activities, as well as outside organizations - in the form of family education.

4. The forms of receiving preschool education and the forms of education for a specific basic general education program - the educational program of preschool education (hereinafter referred to as the educational program of preschool education) are determined by the federal state educational standard for preschool education, unless otherwise established by the Federal Law of December 29, 2012 No. 273- Federal Law "On Education in the Russian Federation"*(1).

5. An educational organization may use a network form of implementation of the educational program of preschool education, which ensures the possibility of its development by pupils using the resources of several organizations engaged in educational activities, and also, if necessary, using the resources of other organizations. The use of a network form for the implementation of educational programs of preschool education is carried out on the basis of an agreement between these organizations * (3).

6. An educational organization provides preschool education, supervision and care for pupils at the age of two months until the termination of educational relations.

7. The terms for obtaining preschool education are established by the federal state educational standard for preschool education.

9. Requirements for the structure, volume, conditions for implementation and the results of mastering the educational program of preschool education are determined by the federal state educational standard for preschool education.

10. Educational programs of preschool education are independently developed and approved educational organizations.

Educational programs for preschool education are developed and approved by an educational organization in accordance with the federal state educational standard for preschool education and taking into account the relevant exemplary educational programs for preschool education * (4).

11. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational organizations located on the territory of a republic of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. The teaching and study of the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of the teaching of the state language of the Russian Federation*(5).

12. The development of educational programs of preschool education is not accompanied by intermediate certification and final certification of students * (6).

13. Educational activities in educational programs of preschool education in an educational organization are carried out in groups.

Groups can have a general developmental, compensatory, health-improving or combined focus.

In groups of a general developmental orientation, the educational program of preschool education is being implemented.

In compensating groups, an adapted educational program of preschool education for children with disabilities is implemented, taking into account the peculiarities of their psychophysical development, individual capabilities, which ensures the correction of developmental disorders and social adaptation students with disabilities.

Health-improving groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children in need of long-term treatment and the necessary set of special medical and recreational measures for them. In health-improving groups, the implementation of the educational program of preschool education is carried out, as well as a complex of sanitary-hygienic, health-improving and preventive measures and procedures.

In groups of combined orientation, joint education of healthy children and children with disabilities is carried out in accordance with the educational program of preschool education, adapted for children with disabilities, taking into account the characteristics of their psychophysical development, individual capabilities, providing correction of developmental disorders and social adaptation of pupils with disabilities. health opportunities.

In an educational organization, the following can also be organized:

groups of young children without the implementation of the educational program of preschool education, ensuring the development, supervision, care and rehabilitation of pupils aged from 2 months to 3 years;

groups for supervision and care without the implementation of the educational program of preschool education for pupils aged from 2 months to 7 years. In groups for supervision and care, a set of measures is provided for catering and household services for children, ensuring that they observe personal hygiene and daily routine;

family preschool groups in order to meet the needs of the population in the services of preschool education in families. Family preschool groups may have a general developmental orientation or provide supervision and care for children without implementing an educational program for preschool education.

Groups can include both pupils of the same age and pupils of different ages (different age groups).

14. The mode of operation of an educational organization for a five-day or six-day working week is determined by the educational organization independently in accordance with its charter. Groups can function in the mode: full day (12-hour stay); shortened day (8 - 10.5 hour stay); extended day (13-14 hour stay); short-term stays (from 3 to 5 hours a day) and round-the-clock stays. At the request of parents (legal representatives) it is possible to organize the work of groups also on weekends and holidays.

15. Parents (legal representatives) of a minor pupil, who ensure that the pupil receives preschool education in the form of family education, have the right to receive methodological, psychological and pedagogical, diagnostic and advisory assistance without charging a fee, including in preschool educational organizations and general educational organizations, if appropriate counseling centers have been set up in them. Ensuring the provision of such types of assistance is carried out by state authorities of the constituent entities of the Russian Federation. * (7)

III. Features of the organization of educational activities for persons with disabilities

17. In educational organizations that carry out educational activities according to adapted educational programs of preschool education, special conditions must be created for receiving preschool education by children with disabilities. * (9)

18. Special conditions for receiving preschool education for children with disabilities are understood as the conditions for the education, upbringing and development of such children, including the use of special educational programs and methods of teaching and educating, special textbooks, teaching aids and didactic materials, special technical teaching aids for collective and individual use, the provision of services of an assistant (assistant) providing children with the necessary technical assistance, conducting group and individual remedial classes, providing access to the buildings of educational organizations and other conditions without which it is impossible or difficult to master educational programs of preschool education for children with disabilities *(10).

19. In order to ensure the availability of preschool education for children with disabilities, the organization provides:

1) for children with visual impairments:

the presence of an assistant providing the child with the necessary assistance;

ensuring the release of alternative formats of printed materials ( large print) or audio files;

2) for children with hearing disabilities:

providing appropriate sound means of reproducing information;

3) for children with disorders of the musculoskeletal system, the material and technical conditions should ensure the possibility of unhindered access for children to educational premises, canteens, toilets and other premises of the organization, as well as their stay in these premises (the presence of ramps, handrails, widened doorways , elevators, local lowering of barriers to a height of not more than 0.8 m; the presence of special chairs and other devices).

20. Pre-school education of children with disabilities can be organized both jointly with other children, and in separate groups or in separate educational organizations * (11).

21. When receiving preschool education, pupils with disabilities are provided free of charge with special textbooks and study guides, other educational literature, as well as the services of sign language and sign language interpreters * (12).

22. For pupils in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, on the basis of the conclusion of a medical organization and a written request from parents (legal representatives), training in educational programs of preschool education is organized at home or in medical organizations*(13).

The procedure for regulating and formalizing in relation to the state and municipal educational organization and parents (legal representatives) of pupils in need of long-term treatment, as well as disabled children in terms of organizing training in educational programs for preschool education at home or in medical organizations is determined by the normative legal act authorized body of state power of the subject of the Russian Federation * (14).

In groups of combined orientation, joint education of healthy children and children with disabilities is carried out in accordance with the educational program of preschool education, adapted for children with disabilities, taking into account the characteristics of their psychophysical development, individual capabilities, providing correction of developmental disorders and social adaptation of pupils with disabilities. health opportunities.

III. Features of the organization of educational activities for persons with disabilities

16. The content of preschool education and the conditions for organizing the education and upbringing of children with disabilities are determined by an adapted educational program, and for disabled people also in accordance with an individual program for the rehabilitation of a disabled person * (8) .

17. In educational organizations that carry out educational activities according to adapted educational programs of preschool education, special conditions must be created for receiving preschool education by children with disabilities. * (9)

18. Special conditions for receiving preschool education for children with disabilities are understood as the conditions for the education, upbringing and development of such children, including the use of special educational programs and methods of teaching and educating, special textbooks, teaching aids and didactic materials, special technical teaching aids for collective and individual use, the provision of services of an assistant (assistant) providing children with the necessary technical assistance, conducting group and individual remedial classes, providing access to the buildings of educational organizations and other conditions without which it is impossible or difficult to master educational programs of preschool education for children with disabilities *(10) .

19. In order to ensure the availability of preschool education for children with disabilities, the organization provides:

2) for children with hearing disabilities:

22. I. General provisions

1. The procedure for organizing and carrying out educational activities for the main general educational programs - educational programs of preschool education (hereinafter referred to as the Procedure) regulates the organization and implementation of educational activities for the main general educational programs - educational programs for preschool education, including the features of organizing educational activities for students with disabilities health.

2. This Procedure is mandatory for organizations engaged in educational activities and implementing the main general educational programs - educational programs of preschool education, including individual entrepreneurs (hereinafter referred to as the educational organization).

II. Organization and implementation of educational activities

3. Preschool education can be obtained in organizations that carry out educational activities, as well as outside organizations - in the form of family education.

4. The forms of receiving preschool education and the forms of education for a specific basic general education program - the educational program of preschool education (hereinafter referred to as the educational program of preschool education) are determined by the federal state educational standard for preschool education, unless otherwise established by the Federal Law of December 29, 2012 No. 273- Federal Law "On Education in the Russian Federation"*(1).

A combination of various forms of education and forms of education*(2) is allowed.

5. An educational organization may use a network form of implementation of the educational program of preschool education, which ensures the possibility of its development by pupils using the resources of several organizations engaged in educational activities, and also, if necessary, using the resources of other organizations. The use of a network form for the implementation of educational programs of preschool education is carried out on the basis of an agreement between these organizations * (3).

6. An educational organization provides preschool education, supervision and care for pupils at the age of two months until the termination of educational relations.

7. The terms for obtaining preschool education are established by the federal state educational standard for preschool education.

9. Requirements for the structure, volume, conditions for implementation and the results of mastering the educational program of preschool education are determined by the federal state educational standard for preschool education.

10. Educational programs of preschool education are independently developed and approved by educational organizations.

Educational programs for preschool education are developed and approved by an educational organization in accordance with the federal state educational standard for preschool education and taking into account the relevant exemplary educational programs for preschool education * (4).

11. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational organizations located on the territory of a republic of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. The teaching and study of the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of the teaching of the state language of the Russian Federation*(5).

12. The development of educational programs of preschool education is not accompanied by intermediate certification and final certification of students * (6).

13. Educational activities in educational programs of preschool education in an educational organization are carried out in groups.

Groups can have a general developmental, compensatory, health-improving or combined focus.

In groups of a general developmental orientation, the educational program of preschool education is being implemented.

In compensating groups, an adapted educational program of preschool education for children with disabilities is implemented, taking into account the peculiarities of their psychophysical development, individual capabilities, which ensures the correction of developmental disorders and the social adaptation of pupils with disabilities.

Health-improving groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children in need of long-term treatment and the necessary set of special medical and recreational measures for them. In health-improving groups, the educational program of preschool education is implemented, as well as a complex of sanitary-hygienic, health-improving and preventive measures and procedures.

In groups of combined orientation, joint education of healthy children and children with disabilities is carried out in accordance with the educational program of preschool education, adapted for children with disabilities, taking into account the characteristics of their psychophysical development, individual capabilities, providing correction of developmental disorders and social adaptation of pupils with disabilities. health opportunities.

In an educational organization, the following can also be organized:

groups of young children without the implementation of the educational program of preschool education, ensuring the development, supervision, care and rehabilitation of pupils aged from 2 months to 3 years;

groups for supervision and care without the implementation of the educational program of preschool education for pupils aged from 2 months to 7 years. In groups for supervision and care, a set of measures is provided for catering and household services for children, ensuring that they observe personal hygiene and daily routine;

family preschool groups in order to meet the needs of the population in the services of preschool education in families. Family preschool groups may have a general developmental orientation or provide supervision and care for children without implementing an educational program for preschool education.

Groups can include both pupils of the same age and pupils of different ages (different age groups).

14. The mode of operation of an educational organization for a five-day or six-day working week is determined by the educational organization independently in accordance with its charter. Groups can function in the mode: full day (12-hour stay); shortened day (8 - 10.5 hour stay); extended day (13-14 hour stay); short-term stays (from 3 to 5 hours a day) and round-the-clock stays. At the request of parents (legal representatives) it is possible to organize the work of groups also on weekends and holidays.

15. Parents (legal representatives) of a minor pupil, who ensure that the pupil receives preschool education in the form of family education, have the right to receive methodological, psychological and pedagogical, diagnostic and advisory assistance without charging a fee, including in preschool educational organizations and general educational organizations, if appropriate counseling centers have been set up in them. Ensuring the provision of such types of assistance is carried out by state authorities of the constituent entities of the Russian Federation. * (7)

III. Features of the organization of educational activities for persons with disabilities

17. In educational organizations that carry out educational activities according to adapted educational programs of preschool education, special conditions must be created for receiving preschool education by children with disabilities. * (9)

18. Special conditions for receiving preschool education for children with disabilities are understood as the conditions for the education, upbringing and development of such children, including the use of special educational programs and methods of teaching and educating, special textbooks, teaching aids and didactic materials, special technical teaching aids for collective and individual use, the provision of services of an assistant (assistant) providing children with the necessary technical assistance, conducting group and individual remedial classes, providing access to the buildings of educational organizations and other conditions without which it is impossible or difficult to master educational programs of preschool education for children with disabilities *(10).

19. In order to ensure the availability of preschool education for children with disabilities, the organization provides:

1) for children with visual impairments:

the presence of an assistant providing the child with the necessary assistance;

providing alternative formats for printed materials (large print) or audio files;

2) for children with hearing disabilities:

providing appropriate sound means of reproducing information;

3) for children with disorders of the musculoskeletal system, the material and technical conditions should ensure the possibility of unhindered access for children to educational premises, canteens, toilets and other premises of the organization, as well as their stay in these premises (the presence of ramps, handrails, widened doorways , elevators, local lowering of barriers to a height of not more than 0.8 m; the presence of special chairs and other devices).

20. Pre-school education of children with disabilities can be organized both jointly with other children, and in separate groups or in separate educational organizations * (11).

The number of students with disabilities in the study group is set to 15 people.

21. When receiving preschool education, pupils with disabilities are provided free of charge with special textbooks and teaching aids, other educational literature, as well as the services of sign language and sign language interpreters * (12).

22. For pupils in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, on the basis of the conclusion of a medical organization and a written request from parents (legal representatives), training in educational programs of preschool education is organized at home or in medical organizations *(13).

The procedure for regulating and formalizing in relation to the state and municipal educational organization and parents (legal representatives) of pupils in need of long-term treatment, as well as disabled children in terms of organizing training in educational programs for preschool education at home or in medical organizations is determined by the regulatory legal act of the authorized state body authorities of the subject of the Russian Federation * (14).

At the request of legal representatives, it is possible to organize the work of groups also on weekends and holidays.
