The meager scholarship of graduate students, which is several times less than the official subsistence level, has become a byword. A beggarly scholarship for a graduate student is a shame for Russian science!

  • under programs for the training of scientific and pedagogical personnel in graduate school (with the exception of state scholarships for graduate students studying in educational programs for the training of scientific and pedagogical personnel in technical and natural areas of training in accordance with the list established by the Ministry of Education and Science Russian Federation) - 2,921 rubles;
  • for programs for the training of scientific and pedagogical personnel in graduate school in technical and natural areas of training in accordance with the list established by the Ministry of Education and Science of the Russian Federation - 7.012 rubles;
  • for residency programs - 7,441 rubles;
  • for internship assistant programs - 2,921 rubles.

Please note that the Federal Law of December 14, 2015 No. 359-FZ "On the federal budget for 2016" indexation of the scholarship fund is not provided.

Also note that according to clause 15 of the Order of the Ministry of Education and Science of the Russian Federation (Ministry of Education and Science of Russia) dated December 27, 2016 N 1663 Moscow “”:

15. The state scholarship for graduate students, residents, assistant trainees is assigned depending on the success of mastering the training programs for scientific and pedagogical personnel in graduate school (adjuncture), residency programs, assistantship-internship programs based on the results of intermediate certification in accordance with the calendar study schedule from the first day month following the month of its end.

A graduate student, intern, assistant trainee who is assigned a state scholarship for graduate students, residents, assistant trainees must meet the following requirements:
the absence of a “satisfactory” grade based on the results of the intermediate certification;
no academic debt.

In the period from the beginning of the academic year to the month of the end of the first interim assessment in accordance with the calendar academic schedule, the state scholarship for graduate students, residents, assistant trainees is paid to all graduate students, residents, assistant trainees of the first year of study who study full-time at the expense of the budgetary allocations of the federal budget.

A postgraduate student who is awarded a scholarship must meet the following requirements: "satisfactorily"; b) no academic debt. In the period from the beginning of the academic year until passing the first intermediate attestation, the scholarship is paid to all graduate students of the first year of study.

In addition, rectors of higher educational institutions or heads of scientific institutions and organizations are allowed to set supplements for postgraduate scholarships. Postgraduate students may be awarded nominal scholarships of a higher educational institution, scientific institution or organization at the expense of extrabudgetary funds based on the decision of the academic council of a higher educational institution, scientific and technical council of a scientific institution or organization.

In accordance with paragraph 20 of the Procedure, the payment of state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments is terminated from the moment the student is expelled from the educational organization. In this case, the amount of the state academic scholarship for students, including the increased state academic scholarship, the state social scholarship for students, the state scholarship for graduate students, residents, assistant trainees, scholarships for students of preparatory departments, paid for the month in which the deduction takes place, is determined in proportion to the number of days from the first day of the month to the date of deduction [see Letter of the Ministry of Science and Higher Education of the Russian Federation dated September 3, 2019 N MN-2.4 / 3297 "About Scholarships"].

Also note that, according to the decree, since September 1, 2012, scholarships have been increased for those who prepare dissertations in technical, medical and natural sciences.

By the way, graduate students who study in specialties demanded by the economy can receive 300 nominal for graduate and adjunct students in the amount of 14 thousand rubles; as well as 500 special state funds for graduate students in the amount of at least 10 thousand rubles.

I. General provisions

1. This Procedure defines the rules for awarding a state academic scholarship and (or) a state social scholarship to students studying full-time at the expense of the federal budget (including requirements for students who are awarded a state academic scholarship), state scholarships for graduate students, residents, assistants - to interns studying full-time at the expense of the budgetary allocations of the federal budget, the payment of scholarships to students of preparatory departments of federal state educational organizations of higher education, studying at the expense of the budgetary allocations of the federal budget (hereinafter jointly - students).

2. State academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees are paid in amounts determined by the organization implementing educational activities(hereinafter - the organization), taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if there is such a body) within the funds allocated to the organization for scholarships for students (scholarship fund) 1 . The procedure for distributing the scholarship fund by type of scholarship is determined by the organization, taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if such a body exists).

3. The amount of state academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees, determined by the organization, cannot be less than the standards established by the Government of the Russian Federation for each level of professional education and categories of students, taking into account the level of inflation 2 .

4. Students - foreign citizens and stateless persons, mastering the main professional educational programs in full-time education, are paid state academic scholarships to students, state scholarships to graduate students, residents, assistant trainees on the terms established by this Procedure for citizens of the Russian Federation, if they study at the expense of federal budget appropriations, including within the quota established by the Government of the Russian Federation, or it is provided international treaties Russian Federation, in accordance with which such persons are accepted for training. 3

II. Appointment and payment of state academic scholarships and (or) state social scholarships to students studying full-time education at the expense of the budgetary allocations of the federal budget, state scholarships to graduate students, residents, assistant trainees studying full-time education at the expense of budgetary appropriations of the federal budget, payment scholarships for students of preparatory departments studying at the expense of budgetary allocations from the federal budget

5. The state academic scholarship is assigned to students depending on academic success based on the results of intermediate certification at least twice a year.

A student who is awarded a state academic scholarship must meet the following requirements:

In the period from the beginning of the academic year until the first intermediate certification, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.

6. Students enrolled in educational programs of higher education, for special achievements in educational, research, social, cultural, creative and sports activities in accordance with the Decree of the Government of the Russian Federation of November 18, 2011 N 945 "On the procedure for improving scholarships students in federal state educational institutions of vocational education" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2011, N 47, art. 6666) a state academic scholarship is assigned, increased in size in relation to the standard established by the Government of the Russian Federation for the formation of a scholarship fund at the expense of the budgetary appropriations of the federal budget in relation to the state academic scholarship, within the limits of the funds provided for the increase in the scholarship fund of the organization.

7. The state social scholarship is awarded to students who are orphans and children left without parental care, persons from among orphans and children left without parental care, disabled children, disabled groups I and II, disabled since childhood, students, exposed to radiation as a result of a catastrophe at Chernobyl nuclear power plant and other radiation disasters, as a result of nuclear tests at the Semipalatinsk test site, students who are disabled due to a military injury or illness received during military service, and combat veterans or eligible for state social assistance, as well as students from among citizens who for at least three years, military service under a contract in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation, in engineering and technical, road construction military formations under the federal executive authorities and in rescue military formations of the federal executive authority, authorized to solve problems in the field of civil defense, the Service foreign intelligence of the Russian Federation, bodies of the federal security service, bodies of state protection and the federal body for ensuring mobilization training of state authorities of the Russian Federation in military positions to be replaced by soldiers, sailors, sergeants, foremen, and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 N 53-FZ "On military duty and military service" 4 .

8. Needy first- and second-year students who study full-time at the expense of the federal budget for educational programs of higher education (bachelor's and specialist's programs) and have grades of "excellent" or "good" or "excellent and good", in accordance with Decree of the Government of the Russian Federation of July 2, 2012 N 679 "On increasing scholarships for first- and second-year students of federal state educational institutions of higher professional education who are in need of full-time education at the expense of federal budget allocations for bachelor's programs and training programs a specialist and having grades of "good" and "excellent" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 28, art. 3909) are assigned a state social scholarship, increased in size in relation to the standard established by the Government of the Russian Federation for the formation of a scholarship fund at the expense of budget appropriations of the federal budget in relation to the state social scholarship.

9. The state scholarship for graduate students, residents, assistant trainees is assigned depending on the success of mastering the training programs for scientific and pedagogical staff in graduate school (adjuncture), residency programs, assistant-internship programs based on the results of intermediate certification at least twice a year.

A graduate student, intern, assistant trainee who is assigned a state scholarship for graduate students, residents, assistant trainees must meet the following requirements:

the absence of a "satisfactory" grade based on the results of the intermediate certification;

no academic debt.

In the period from the beginning of the academic year until the first interim certification, the state scholarship for graduate students, residents, assistant trainees is paid to all graduate students, residents, assistant trainees of the first year of study who study full-time at the expense of the budgetary allocations of the federal budget.

10. The state academic scholarship for students, the state social scholarship for students, the state scholarship for graduate students, residents, assistant trainees, the scholarship for students of preparatory departments is appointed by the administrative act of the head of the organization.

11. The payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments is carried out by the organization once a month.

12. The state social scholarship is assigned to the student from the date of submission of a document confirming compliance with one of the categories of citizens specified in paragraph 7 of this Procedure.

13. The payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments shall be terminated from the moment the student is expelled from the organization.

14. The payment of state academic scholarships to students is terminated from the first day of the month following the month the student received a "satisfactory" grade during the intermediate certification, or the student has an academic debt.

15. The payment of the state social stipend is terminated from the first day of the month following the month of termination of the grounds for its appointment, and is resumed from the month in which a document was submitted confirming compliance with one of the categories of citizens specified in paragraph 7 of this Procedure.

16. Being a student on academic leave, as well as maternity leave, leave to care for a child until he reaches the age of three years, is not a basis for terminating the payment of the state academic scholarship assigned to the student, the state social scholarship, the state scholarship for graduate students, residents, assistants -trainees, scholarships for students of preparatory departments.

1. Approve the attached Rules for Admission to State Educational Institutions of Secondary Vocational Education of the Moscow Region (hereinafter referred to as the Rules).

2. The heads of state educational institutions of secondary vocational education of the Moscow Region, in accordance with the Rules, develop the Rules for Admission to the relevant educational institution of secondary vocational education and approve in the prescribed manner.

3. Recognize invalid the order of the Ministry of Education of the Moscow Region dated April 14, 2009 N 859 "On approval of the Regulations on the rules for admission to state educational institutions of secondary vocational education in the Moscow Region."

ABOUT THE RULES OF ADMISSION TO HAVING STATE ACCREDITATION

EDUCATIONAL INSTITUTIONS OF SECONDARY PROFESSIONAL

EDUCATIONS OF THE MOSCOW REGION

This Regulation was developed in accordance with the Law of the Russian Federation of July 10, 1992 N 3266-1 "On Education", the Law of the Moscow Region N 41 / 2009-OZ "On Education", Model Regulations on an educational institution of secondary vocational education (secondary specialized educational institution) , approved by Decree of the Government of the Russian Federation of July 18, 2008 N 543, the Procedure for admission to state-accredited educational institutions of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation of January 15, 2009 N 4, the Procedure for conducting a unified state exam, approved by order of the Ministry of Education and Science of the Russian Federation dated February 24, 2009 N 57.

I. General provisions

1.1. This Regulation regulates the rules for the admission of citizens (hereinafter referred to as citizens, persons entering), foreign citizens, stateless persons, including compatriots abroad (hereinafter referred to as foreign citizens, persons entering), to state-accredited educational institutions of secondary vocational education of the Moscow region (hereinafter - educational institution) for training in basic professional educational programs of secondary vocational education of basic or advanced training at the expense of the budget of the Moscow Region, under agreements with payment of tuition fees with legal entities and (or) individuals (hereinafter - an agreement with payment of tuition fees ), and also determines the features of the entrance examinations for citizens with handicapped health.

1.2. An educational institution independently develops and approves annual admission rules that determine their features for the corresponding year, which do not contradict federal legislation and the legislation of the Moscow Region, these Regulations (hereinafter referred to as the annual admission rules).

The rules for the admission of foreign citizens are included as an independent section in the annual rules for admission.

1.3. Admission to educational institutions for training in educational programs of primary general, basic general, secondary (complete) general, primary vocational and additional vocational education is carried out on the basis of annual admission rules developed in accordance with the model regulations on educational institutions of the relevant types and types.

1.4. Admission to educational institutions for training at the branch is carried out in the manner determined by the annual admission rules.

1.5. Admission to educational institutions for secondary vocational education is carried out at the request of persons:

Having basic general education in accordance with the results of entrance examinations conducted by the educational institution independently in order to determine the possibility of applicants to master the relevant basic professional educational programs of secondary vocational education. An educational institution may, as an entrance test, take into account the results of the state (final) certification of students who have mastered the educational programs of basic general education, conducted by examination commissions created by the executive bodies of state power of the Moscow Region that manage education;

Having secondary (complete) general education or primary vocational education based on the results of the unified state exam in general education subjects corresponding to the specialty for which admission is carried out, unless otherwise provided by the legislation of the Russian Federation in the field of education, and based on the results of additional entrance examinations (if any in an educational institution);

Those who have primary vocational education, including those entering an educational institution for a specialty corresponding to the profile of their primary vocational education, for training in an abbreviated program in accordance with the results of entrance examinations conducted by the educational institution independently;

Having a secondary (complete) general education received before January 1, 2009 (when admitted to study in part-time (evening) and part-time forms of education), in accordance with the results of entrance examinations conducted by the educational institution independently;

Having a secondary (complete) general education obtained in educational institutions of foreign states, in accordance with the results of entrance examinations conducted by the educational institution independently;

Those who have secondary vocational education or higher vocational education, including those for training under an abbreviated program in accordance with the results of entrance examinations conducted by the educational institution independently.

Admission to an educational institution for obtaining secondary vocational education at the expense of the relevant budget is carried out on a competitive basis, unless otherwise provided by federal legislation and the legislation of the Moscow Region.

The conditions for admission should guarantee the observance of the right of citizens to education and enrollment of persons who are the most capable and prepared to master the basic professional educational programs of secondary vocational education of basic or advanced training.

1.6. Citizens with disabilities (persons with disabilities in physical and (or) mental development, including the deaf, hard of hearing, blind, visually impaired, with severe speech disorders, with disorders of the musculoskeletal system, and others, including children with disabilities, the disabled) are accepted both on the basis of the results of the unified state exam and on the basis of the results of entrance examinations. tests conducted by an educational institution independently (in the absence of the results of a unified state exam), the specifics of which are established by Chapter VII of this Regulation.

1.7. The results of the unified state exam, recognized as the results of entrance examinations in general education subjects corresponding to the specialty for which admission is carried out, the results of entrance examinations conducted by an educational institution independently, confirming the successful completion of entrance examinations in general education subjects, should not be lower than established by the Federal Service for Supervision in the field of education and science of the minimum number of points according to the results of the unified state exam in such general education subjects, confirming the development of the main general education program secondary (complete) general education in accordance with the requirements of the federal state educational standard in the current year.

1.8. When admitted to an educational institution for training in specialties requiring applicants to have certain creativity, physical and (or) psychological qualities, additional entrance tests of a creative and (or) professional orientation (hereinafter referred to as additional entrance tests) may be established, which are conducted in subjects for which a unified state exam is not conducted.

The list of specialties of secondary vocational education, for which, upon admission to state-accredited educational institutions of secondary vocational education, additional entrance tests of a creative and (or) professional orientation may be conducted, is approved by order of the Ministry of Education and Science of the Russian Federation.

1.9. Without entrance examinations to a state educational institution, the following are accepted:

1.9.1. Winners and runners up final stage All-Russian Olympiad schoolchildren, members of the national teams of the Russian Federation participating in international Olympiads in general education subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation, in specialties corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad;

1.9.2. Champions and prize-winners Olympic Games, Paralympic Games and Deaflympics by specialties in the field physical culture and sports.

1.10. Winners and prize-winners of Olympiads for schoolchildren are admitted to a state educational institution in accordance with the Procedure for holding Olympiads for schoolchildren, approved by order of the Ministry of Education and Science of the Russian Federation of October 22, 2007 N 285.

1.11. Out of competition, subject to successful completion of entrance examinations to state educational institutions, the following are accepted:

Orphans and children left without parental care, as well as persons under the age of 23 from among orphans and children left without parental care;

Disabled children, disabled people of groups I and II, who, according to the conclusion of the federal institution of medical and social expertise, are not contraindicated in studying in the relevant educational institutions;

Citizens under the age of 20 who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the corresponding subject of the Russian Federation;

Military personnel doing military service under a contract (with the exception of officers) whose continuous duration of military service under a contract is at least three years in accordance with the Rules for the training of military personnel doing military service under a contract (with the exception of officers) in state and municipal educational institutions of higher and secondary vocational education and at preparatory departments (courses) of federal state educational institutions of higher professional education, approved by Decree of the Government of the Russian Federation of 07.02.2006 N 78;

Citizens of other categories provided for by federal legislation and the legislation of the Moscow Region.

1.12. The priority right to enter state educational institutions is enjoyed by:

Citizens discharged from military service, children of military personnel who died in the performance of their duties of military service or died as a result of military injuries or diseases;

Children of persons who were killed or died as a result of military trauma or diseases they received while participating in counter-terrorism operations and (or) other measures to combat terrorism. The procedure for determining the persons who took part in the conduct of counter-terrorism operations and (or) other measures to combat terrorism is established in accordance with federal laws;

Citizens of other categories provided for by the legislation of the Russian Federation and the Moscow Region.

1.13. The volume and structure of student admission at the expense of the budget of the Moscow Region (hereinafter referred to as budget places) are determined in accordance with the target figures established annually by the Ministry of Education of the Moscow Region.

1.14. A state educational institution has the right to carry out targeted admission of citizens within budgetary places in accordance with agreements concluded with state authorities, local self-government bodies, state bodies in order to assist them in training specialists with secondary vocational education and organize a separate competition for these places.

1.15. The state educational institution has the right to carry out, in accordance with the federal legislation and the legislation of the Moscow Region in the field of education, admission in excess of the established budget places for education on the basis of contracts with payment of the cost of education. At the same time, the total number of students in an educational institution should not exceed the maximum number established in the license for the right to conduct educational activities.

II. Organization of admission to an educational institution

2.1. The organization of admission based on the results of the unified state exam, including the organization of entrance examinations, additional entrance examinations (if any) for training in the development of basic professional educational programs of secondary vocational education, is carried out admission committee educational institution (hereinafter referred to as the selection committee).

The chairman of the selection committee is appointed by the head of the educational institution.

2.2. To organize and conduct entrance examinations and additional entrance examinations, the chairman of the selection committee creates subject examination and appeal commissions.

An educational institution may organize the work of visiting subject examination commissions for persons entering on the basis of basic general education, primary vocational education of the corresponding profile, to conduct entrance examinations for citizens with disabilities.

2.3. The procedure for the formation, composition, powers and activities of the admissions, subject examination and appeal commissions is regulated by the provisions approved by the head of the educational institution.

2.4. The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the responsible secretary, who is appointed by the head of the educational institution.

2.5. Upon admission to an educational institution, the head of the educational institution ensures that the rights of citizens in the field of education, established by federal legislation and the legislation of the Moscow Region, are observed, the work of the selection committee is open and transparent, and the assessment of the abilities and inclinations of applicants is objective.

2.6. The selection committee is obliged to monitor the accuracy of information about participation in the unified state exam, the results of the unified state exam, and also has the right to verify other documents submitted by applicants.

Control over the reliability of information about the participation of applicants in the unified state exam is carried out by sending to the federal database about the participants in the unified state exam and the results of the unified state exam a corresponding request for participation in the unified state exam, confirming the correctness of information about the results of the unified state exam.

In order to confirm the reliability of other documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations.

III. Organization of informing applicants

3.1. An educational institution announces admission for training in basic professional educational programs of secondary vocational education only if there is a license for the right to conduct educational activities in these educational programs.

3.2. In order to familiarize the applicant and his parents (legal representatives) with the charter of the educational institution, the license for the right to conduct educational activities, with the certificate of state accreditation of the educational institution for each of the specialties, which gives the right to issue a state document on secondary vocational education, basic professional educational programs of secondary vocational education implemented by an educational institution, and other documents regulating the organization educational process and the work of the selection committee, the educational institution is obliged to post these documents on its official website.

3.3. Before the start of accepting documents, the educational institution announces the following:

Annual rules for admission to an educational institution;

The list of entrance examinations in general education subjects for each specialty upon admission on the basis of secondary (complete) general education and on the basis of basic general education (excluding additional entrance examinations of a creative and (or) professional orientation) in accordance with the list of entrance examinations to educational institutions of secondary and higher professional education, having state accreditation, in the specialties of secondary vocational education, approved by the Ministry of Education and Science of the Russian Federation (hereinafter - the List of entrance examinations);

Forms of conducting entrance examinations for each specialty, their programs and the system of assessment of knowledge upon admission on the basis of basic general education;

The list and programs of entrance examinations for citizens entering on the basis of primary vocational education for the relevant specialty, the rules for their conduct, as well as the system for assessing their knowledge (if they have the right to conduct such entrance examinations for the corresponding specialty);

The list and forms of conducting additional entrance examinations of creative and (or) professional orientation to specialties that require applicants to have certain creative abilities, physical and (or) psychological qualities, their programs, rules for conducting them, as well as a system for assessing the knowledge of applicants (in case availability of the right to conduct such additional entrance examinations for the relevant specialty);

Possibility for applicants to pass additional entrance examinations in the state language of the Russian Federation;

Features of conducting entrance examinations for citizens with disabilities;

The list and forms of conducting entrance examinations for persons with secondary vocational education or higher professional education;

Information on the timing of the unified state exam, established by the Federal Service for Supervision in Education and Science, for passing the unified state exam by persons who do not have the results of the unified state exam;

Possibility of receiving applications and necessary documents provided for by these Regulations in electronic digital form;

Forms for conducting entrance examinations for persons who received secondary (complete) general education before January 1, 2009, when admitted to part-time (evening) and correspondence forms of education;

Forms of conducting entrance examinations for persons with secondary (complete) general education received in educational institutions of foreign states.

The total number of places for admission in each specialty;

The number of budget places for admission in each specialty;

The number of budget places allocated for targeted admission in each specialty;

The number of places in each specialty under contracts with payment of tuition fees (if any);

The procedure for organizing admission by specialties, by groups of specialties, by the educational institution as a whole, subject to the coincidence of entrance examinations jointly or separately for state-funded places and for places under contracts with payment of tuition fees;

Rules for filing and considering appeals based on the results of entrance examinations conducted by the educational institution independently, additional entrance examinations;

Information about the availability of hostel(s) and the number of places in hostels for nonresident applicants;

Sample contract for applicants to places under contracts with payment of tuition fees;

Benefits provided to winners and prize-winners of Olympiads for schoolchildren different levels held in accordance with the Procedure for holding Olympiads for schoolchildren.

3.3.4. Not later than June 20 - the results of the unified state exam, entrance examinations conducted by the educational institution independently, confirming the successful completion of entrance examinations in general education subjects included in the list of entrance examinations for each main professional educational program of secondary vocational education (as for persons entering budget places , and for persons entering the field under contracts with payment of tuition fees).

The admissions committee is obliged to provide applicants who have personally applied for admission and do not have the results of the unified state exam, information about the place of registration for the unified state exam in additional terms in the Moscow region at the location of the educational institution.

3.4. The information specified in paragraphs 3.2 and 3.3 of these Regulations is placed on the information stand of the selection committee and on the official website of the educational institution in Russian and English.

During the period of acceptance of documents, the admissions committee of the educational institution daily informs about the number of applications submitted, the competition and entrance examinations for each specialty, and organizes the operation of special telephone lines to answer all questions of applicants.

Information on the number of applications submitted, including a list of applicants by name, the competition and the results of entrance examinations, additional entrance examinations must be submitted for each specialty, highlighting the forms of education, indicating the main professional educational programs of secondary vocational education, basic and (or ) in-depth training and posted on the official website of the educational institution and on the information stand of the selection committee.

IV. Acceptance of documents from applicants

4.1. Reception of documents for training in the main professional educational programs of secondary vocational education begins no later than June 20 and ends on August 15 (with the exception of the acceptance of documents from persons entering on the basis of basic general education and on the correspondence form of education).

The deadlines for accepting documents on the basis of basic general education and for part-time education are set by the educational institution independently.

Applicants who do not have the results of the unified state exam must register before July 5 to pass the unified state exam in accordance with the procedure for conducting the unified state exam, approved by order of the Ministry of Education and Science of the Russian Federation dated February 24, 2009 N 57.

4.2. Admission to educational institutions for training in the main professional educational programs of secondary vocational education is carried out on the personal application of applicants.

An applicant has the right to apply simultaneously to several educational institutions, for several specialties, for various forms receiving education, according to which the main professional educational programs of secondary vocational education are implemented in an educational institution, as well as simultaneously for state-funded places and for places under contracts with payment of tuition fees.

4.3. When applying for admission to an educational institution, the applicant presents:

Upon admission on the basis of basic general education - documents proving his identity (original or photocopy), at his discretion, the original or photocopy of a state-recognized document on education;

Upon admission on the basis of secondary (complete) general education or primary vocational education - documents proving his identity (original or photocopy for applicants based on the results of the unified state exam), at his discretion, the original or photocopy of a state-recognized document on education, and can also submit the original certificates of the results of the unified state exam or its certified photocopy;

Upon admission on the basis of primary vocational education, secondary vocational education, higher vocational education for training under a reduced program - documents proving his identity (original or photocopy), at his discretion, the original state document on education or its photocopy.

Persons who have completed military service by conscription and dismissed from military service, who have the right, within a year after their dismissal from military service, to use the results of the unified state exam, which they passed during the year before being called up for military service, present a military ID upon admission to an educational institution.

4.4. Persons who have special rights upon admission to educational institutions established by federal legislation and the legislation of the Moscow Region, submit, at their discretion, the original or a photocopy of the relevant documents when submitting an application.

When submitting an application, persons with disabilities submit, at their discretion, the original or a photocopy of one of the following documents:

The conclusion of the psychological-medical-pedagogical commission;

Certificate of disability, issued by the institution of medical and social expertise.

Disabled children, disabled people of groups I and II, who, in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation "On Education" and the Law of the Moscow Region "On Education", have the right to be admitted to educational institutions out of competition, subject to successful completion of entrance examinations, are at its discretion, the original or a photocopy of a certificate of disability and a conclusion on the absence of contraindications for studying in an educational institution, issued by the federal institution of medical and social expertise.

4.5. Upon admission for training in the main professional educational program of secondary vocational education, applications are accepted from persons who have a state document on secondary (complete) general education, basic general education, primary vocational education, secondary vocational education or higher vocational education.

4.6. In the application, applicants record the fact of familiarization with the charter, license for the right to conduct educational activities, a certificate of state accreditation and annexes to them in the chosen specialty or the absence of this certificate and is certified by the personal signature of the applicant.

In the same order, the following is also recorded by the signature of the applicant:

Information about passing the unified state exam and its results or the place of passing the unified state exam in the additional terms of the unified state exam;

Obtaining secondary vocational education for the first time;

Familiarization with the date of submission of the original document of the state standard on education;

Familiarization with the rules for filing an appeal when accepting, based on the results of entrance examinations conducted by the educational institution independently, additional entrance examinations;

Consent to the processing of their personal data in the manner prescribed by the Federal Law of July 27, 2006 N 152-FZ "On Personal Data".

If there are several results of the unified state exam that have not expired, the applicant indicates in the application which results of the unified state exam and in which general education subjects he uses.

In the event that applicants provide information that does not correspond to reality, the educational institution has the right to return the documents to the applicant.

4.7. Charging fees from applicants when submitting documents, as well as requiring applicants to submit original state-recognized documents on education, certificates of the results of a unified state exam, or submission of other documents not provided for by this Regulation, is prohibited.

4.8. Persons entering the target places, along with the documents specified in paragraph 4.3 of these Regulations, submit the original state document on education.

4.9. Application for admission, and Required documents can be sent by applicants through public postal operators, as well as in electronic digital form (if such an opportunity is provided for in an educational institution) in accordance with Federal Law No. 1-FZ of January 10, 2002 "On Electronic Digital Signature", 07/27/2006 N 149-FZ "On information, information technology and on the protection of information", Federal Law of 07.07.2003 N 126-FZ "On Communications". The date of sending the documents must be no later than August 5.

Acceptance of documents sent through public postal operators ends on August 15.

4.9.1. When sending documents through public postal operators, the applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, a photocopy of a state-recognized document on education, as well as other documents provided for by this Regulation.

4.9.2. Documents are sent to those arriving through public postal operators by mail with a notification and a description of the attachment. The notification and inventory of the attachment are the basis for confirming the acceptance of the applicant's documents.

4.10. A personal file is opened for each applicant, in which all submitted documents and materials for passing additional entrance examinations, entrance examinations (including an extract from the protocol of the decision of the appeal commission of the educational institution) are stored.

The personal files of applicants are kept at the educational institution for six months from the moment the documents are accepted.

4.11. Applicant upon personal presentation of documents is issued a receipt of acceptance of documents.

4.12. Applicants who submitted deliberately false documents to the selection committee are liable under the legislation of the Russian Federation.

V. Entrance tests

5.1. When accepting citizens entering on the basis of secondary (complete) general education for training in the main professional educational programs of secondary vocational education, two entrance tests are mandatory for all categories of applicants, one of which is Russian as the state language of the Russian Federation, the second - in accordance with with the List of entrance examinations, approved by the order of the Ministry of Education and Science of the Russian Federation of September 22, 2008 N 265 (hereinafter - the List of entrance examinations).

If there are three or four entrance tests in the List of entrance examinations, the entrance examination in the Russian language is mandatory, and the second entrance examination is established by the educational institution from the List of entrance examinations.

Upon admission to the specialty 050709 "Teaching in primary school" and 050302 "Native language and literature", related to the study of native language and literature for their subsequent teaching, the educational institution has the right to replace the entrance test in mathematics and literature with the entrance test introduced by it in the native language and literature in the form determined by the educational institution.

An educational institution uses this right when applying for basic professional educational programs of secondary vocational education, implemented in accordance with state educational standards.

5.2. The results of all entrance examinations, including additional entrance examinations, are evaluated on a 100-point scale.

5.3. Entrance tests, additional entrance tests are conducted in written or oral form, in the form of listening, watching, interviewing or in another form determined by the annual admission rules.

The interview procedure is documented in a protocol that records questions for the applicant and a brief commentary by the examiners (annotation) of the answers to them.

5.4. Additional entrance examinations can begin no earlier than the start of acceptance of documents and be carried out in several stages as examination groups are formed from among the persons who submitted the necessary documents.

Additional entrance examinations can also be conducted in parallel with the passing of the unified state exam in the additional terms of the unified state exam by persons who do not have the results of the unified state exam.

5.5. At the entrance examinations, additional entrance examinations, a calm and friendly atmosphere should be provided, the applicants should be given the opportunity to fully demonstrate the level of their knowledge and skills.

5.6. It is forbidden to count final exams at preparatory courses at an educational institution as additional entrance tests conducted by an educational institution independently, as additional entrance tests.

With the participation of an applicant in the competition on the basis of the results of the unified state exam, he is not allowed to pass the entrance examinations conducted by the educational institution independently.

The results of entrance examinations for admission to full-time education are recognized by educational institutions as the results of entrance examinations for other forms of education and (or) learning conditions.

5.7. The schedule of entrance examinations, additional entrance examinations (subject, date, time, examination group and place of the examination, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants no later than June 20.

Applicants pass entrance examinations (when admitted on the basis of basic general education, initial vocational education of the corresponding profile) in Russian (with the exception of the entrance examination in a foreign language and the entrance examination in native language and literature, conducted in accordance with the third paragraph of clause 5.1).

5.8. For applicants for state-funded places (by general competition, for targeted admission, who have the right to out-of-competition admission), as well as for places under contracts with payment of tuition fees for a certain specialty, the same entrance examinations are conducted.

5.9. Persons who have taken the documents after the completion of the acceptance of documents, including those who have received at the entrance examinations or additional entrance examinations the result below the established minimum number of points, confirming the successful completion of the entrance examinations or additional entrance examinations, are eliminated from the competition.

5.10. Persons who did not appear for entrance examinations, additional entrance examinations for a good reason (illness or other documented circumstances) are allowed to them in parallel groups, at the next stage of passing entrance examinations, additional entrance examinations or individually until they are fully completed.

VI. The procedure for conducting entrance examinations for persons

entering on the basis of basic general education

and initial vocational education

corresponding profile

6.1. When accepting persons entering on the basis of basic (general) education for training in the main professional educational programs of secondary vocational education, the educational institution establishes two entrance tests: in the Russian language and an entrance test from the List of entrance tests.

6.2. All entrance tests for admission on the basis of basic general education (except for additional entrance tests) are conducted in accordance with the educational programs of basic general education. It is unacceptable to include in the program of entrance examinations questions that are not reflected in the federal state educational standard of basic general education.

6.3. For persons entering on the basis of basic general education, an educational institution may also count as the results of entrance examinations the results of entrance examinations of a given calendar year to another educational institution.

6.4. An educational institution independently establishes the number and list of entrance examinations for admission of persons with primary vocational education of the relevant profile, secondary vocational education or higher vocational education, including for training under an abbreviated program.

6.5. Entrance examinations can be conducted in several streams as examination groups are formed from among the persons who have submitted documents for admission to an educational institution.

When organizing the delivery of the entrance examination in several streams, it is not allowed to re-participate in the admission examinations.

6.6. Persons who did not appear at the entrance examinations without a good reason, as well as those who took the documents during the entrance examinations, drop out of the competition and are not enrolled in an educational institution.

It is not allowed to retake the entrance examination after receiving an unsatisfactory grade in order to improve the grade.

VII. Features of the entrance examinations

for citizens with disabilities

7.1. Citizens with disabilities, if they do not have the results of a unified state exam, pass entrance examinations determined by the educational institution in accordance with the List of entrance examinations, and additional entrance examinations (if any in the educational institution) in the form established by the educational institution independently, with taking into account the peculiarities of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics) of such applicants.

7.2. The entrance test in the Russian language can be conducted in the form of presentation or dictation.

7.3. When conducting entrance examinations, the following requirements are met:

Entrance tests are held in a separate audience, the number of applicants in one audience should not exceed: when passing the entrance test in writing - 12 people; when passing the entrance test orally - 6 people. It is allowed to be present in the audience during the entrance test more applicants with disabilities, as well as conducting entrance examinations for persons with disabilities in the same classroom together with applicants who do not have disabilities, if this does not create difficulties for applicants when passing the entrance test;

The duration of entrance examinations at the request of the applicant can be increased in relation to the time of the unified state exam in the relevant general education subject, but not more than 1.5 hours;

The presence of an assistant who provides applicants with the necessary technical assistance, taking into account their individual characteristics (take workplace, move around, read and complete the assignment, communicate with the examiner);

Applicants are provided with a printed statement containing the features of the entrance examinations;

Applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test;

The material and technical conditions should ensure the possibility of unhindered access to the classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience should be located on the ground floor, the presence of special chairs and other devices).

Additionally, when conducting entrance examinations, the following requirements are ensured, depending on the categories of applicants with disabilities:

a) for the blind:

Tasks to be completed at the entrance examination, as well as the provision containing the features of the entrance examinations, are drawn up in Braille or in the form of an electronic document accessible using a computer with a specialized software for the blind, or read by an assistant;

Written tasks are performed on paper in Braille or on a computer with specialized software for the blind or dictated to an assistant;

Applicants, if necessary, are provided with a set of writing utensils and paper for writing in Braille, a computer with specialized software for the blind;

b) for the visually impaired:

Individual uniform illumination of at least 300 lux is provided;

Applicants to complete the task, if necessary, are provided with a magnifying device;

Tasks to be completed, as well as the provision containing the features of the entrance examinations, are drawn up in large font 16-20);

c) for the deaf and hard of hearing:

The availability of sound amplifying equipment for collective use is ensured, if necessary, sound amplifying equipment for individual use is provided to applicants;

d) for persons with severe speech impairments, deaf, hard of hearing, all entrance examinations at the request of applicants can be conducted in writing;

e) for persons with disorders of the musculoskeletal system (severe disorders of the motor functions of the upper limbs or the absence of upper limbs):

Written tasks are performed on a computer with specialized software or dictated to an assistant;

At the request of applicants, all entrance examinations can be conducted orally.

VIII. General Rules for Filing and Considering Appeals

8.1. According to the results of the entrance test, additional entrance test, the applicant has the right to file a written appeal with the Appeal Commission about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its (their) results (hereinafter - the appeal).

In the case of an entrance examination in writing, the applicant can familiarize himself with his work in the manner prescribed by the educational institution.

8.2. An appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

8.3. The appeal is filed by applicants personally on the next day after the announcement of the assessment for the exam. At the same time, the applicant has the right to familiarize himself with his examination paper in the manner prescribed by the educational institution. The Admissions Committee ensures the acceptance of appeals throughout the working day.

Consideration of appeals is carried out within a day after the day of familiarization with the examination papers.

8.4. When considering entrance examinations, additional entrance examinations, it is recommended to include in the appeal commission representatives of the executive authorities of the Moscow Region that manage education in the capacity of independent experts.

8.5. The applicant has the right to be present during the consideration of the appeal.

The applicant must have an identity document and an examination sheet with him.

8.6. One of his parents (legal representatives) has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the legislation of the Russian Federation as fully capable before reaching the age of majority.

8.7. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the exam (both in the case of its increase and decrease).

8.8. If there are disagreements in the appeal commission, a vote is taken, and the decision is approved by a majority of votes.

The decision of the Appeal Commission drawn up by the protocol is brought to the attention of the applicant (against signature).

IX. The procedure for organizing targeted reception

9.1. Target admission is carried out on the basis of a separate competition among citizens sent by state authorities, local governments, state bodies to target places specially allocated by a state educational institution within budget places.

The number of places for targeted admission for each specialty is determined no later than one month before the start of acceptance of documents and should not exceed 30% of the total number of budget places for each specialty. Applicants and the public are notified of this.

If it is necessary for a state educational institution to establish a higher proportion of applicants for targeted admission, it is agreed with the founder.

9.2. The number of target places cannot be increased during the acceptance of documents, entrance examinations and enrollment.

9.3. In the event that the parties to the agreement with the state educational institution do not ensure the competition of those sent to target places, the selection committee is obliged to reduce the number of allocated target places, notify the Ministry of Education of the Moscow Region and those entering the target places.

9.4. Persons who have not passed the competition for target places may, on the basis of the available results of entrance examinations and the unified state exam, be admitted according to different conditions admission to any form of education in this state educational institution.

9.5. Target places that remain vacant after passing the entrance examinations and enrollment are provided to persons participating in the general competition.

All procedures for targeted admission are documented by the protocols of the admissions committee of the educational institution.

X. Enrollment in an educational institution

10.1. Enrollment must be carried out after the completion of entrance examinations, including additional entrance examinations, and end no later than 10 days before the start of studies.

The order on the enrollment of persons entitled to admission without entrance examinations is issued five days after the completion of the acceptance of documents and is posted on the official website of the educational institution and the information stand of the selection committee. At the same time, persons who have the right to enter without entrance examinations, within these five days after the completion of the acceptance of documents, are required to submit the original document of the state standard on education.

10.2. The interval between the end date of entrance examinations and the date of submission of the original document of the state standard on education for applicants to budget places should be no more than seven calendar days.

10.3. Upon a written application by applicants, the original state-recognised document on education and other documents submitted by applicants must be returned by the educational institution within the next working day after the application is submitted. For the delay, as well as for the untimely issuance of the original state document on education, the director of the educational institution, as well as the responsible secretary of the selection committee, are liable for failure to perform or improper performance of duties in the manner prescribed by the legislation of the Russian Federation.

10.4. The end date of the entrance examinations is considered to be the moment of the announcement on the official website of the educational institution and the stand of the admission committee of the list of persons by name, indicating the number of points scored, the enrollment of which is considered by the admissions committee for various conditions of admission (hereinafter - the list of names).

10.5. Within a day after the announcement of the surname list, the educational institution is obliged to post on the official website the deadlines for submitting the original state document on education.

10.6. Within the deadlines established by the educational institution after the completion of the entrance examinations, the applicant submits:

When enrolling in state-funded places - the original state document on education and the required number of photographs;

When enrolling in places under contracts with payment of tuition fees:

1. For studying as a student - the original state document on education and the required number of photographs;

2. For studying as a student - a certified photocopy of the state document on education, the required number of photographs and a certificate from the educational institution where he is a student.

At the same time, an applicant who has sent documents through public postal operators, upon presentation of the original state document on education, presents the original document proving his identity, a photocopy of which was sent through public postal operators.

10.7. Upon admission to the simultaneous parallel development of two main vocational educational programs of secondary vocational education (in one or different educational institutions), the original state-recognized document on education upon enrollment is presented as an applicant of his choice to the main vocational educational program of secondary vocational education in which he will study like a student.

When enrolling in another basic professional educational program of secondary vocational education as a student, the applicant submits a certified photocopy of a state-recognized document on education and a certificate from the educational institution where he is a student.

10.8. Students are enrolled in places under contracts with payment of tuition fees.

10.9. The order or orders for enrollment indicating the number of points scored in the entrance examinations, both for state-funded places and for places under contracts with the payment of tuition fees and the basis for enrollment (without entrance examinations, out of competition or targeted admission), are published on the information stand of the reception commission and the official website of the educational institution on the day of their publication and should be available to users until December 31 of the current year inclusive.

Enrollment for budgetary places is carried out in the following sequence:

Persons entitled to admission without entrance examinations in accordance with paragraph 1.9 of these Regulations;

Persons entitled to admission out of competition, subject to successful completion of entrance examinations, including additional entrance examinations (if any), ranked in descending order of the number of points scored (with their indication);

Persons who have successfully passed entrance examinations, including additional entrance examinations (if any) for places allocated for targeted admission, ranked in descending order of the number of points scored (with their indication);

Persons who have successfully passed the entrance examinations, including additional entrance examinations (if any), ranked in descending order of the number of points scored (with their indication).

Persons with a higher number of points scored in entrance examinations, including additional entrance examinations, are enrolled in the specialty, and with an equal number of points scored - persons with a priority right to enroll; with an equal number of points scored in the entrance examinations, in the absence or presence of equal pre-emptive rights for enrollment - persons with a higher score in the additional entrance examination of a professional and (or) creative orientation.

10.10. After the deadline for submitting the original state document on education, the director of the educational institution issues an order for the enrollment of persons recommended by the selection committee for various conditions for enrollment and who submitted the original state document on education.

10.11. If there are places left vacant after enrollment based on the results of the competition, the founder, in exceptional cases, may grant the educational institution the right to announce additional admission to specialties that have importance for the development of the economy of the Russian Federation or the Moscow Region from among persons with the results of a unified state exam. Enrollment for additional places must end no later than September 15th.

The founder without fail informs the federal executive body responsible for the development of state policy and legal regulation in the field of education about the list of educational institutions that have received the right to announce additional admission.

XI. Features of the reception of foreign citizens

11.1. Admission of foreign citizens to educational institutions for training in the main educational programs of secondary vocational education is carried out in accordance with international treaties and intergovernmental agreements approved by the federal executive body responsible for developing state policy and legal regulation in the field of education, at the expense of the appropriate budget (including within the quota established by the Government of the Russian Federation), as well as under contracts with payment of tuition fees by individuals and (or) legal entities.

11.2. Admission of foreign citizens for training at the expense of the relevant budget is carried out:

11.2.1. 11.2.2. In accordance with the Agreement on the Granting of Equal Rights to Citizens of the States Parties to the Agreement on Deepening Integration in the Economic and Humanitarian Fields dated March 29, 1996, for admission to educational establishments, approved by Decree of the Government of the Russian Federation of June 22, 1999 N 662, and other international treaties and intergovernmental agreements approved by the federal executive body responsible for developing state policy and legal regulation in the field of education, to state educational institutions of secondary vocational education.

11.2.3. 11.2.4. In accordance with the Federal Law of May 24, 1999 N 99-FZ "On the state policy of the Russian Federation in relation to compatriots abroad" - to state educational institutions of secondary vocational education.

11.3. Admission of foreign citizens specified in subparagraphs 11.2.2-11.2.4 of paragraph 11.2 of these Regulations to educational institutions for education at the expense of the relevant budget is carried out on a competitive basis, unless otherwise provided by federal legislation and the legislation of the Moscow Region.

11.4. Admission of foreign citizens to educational institutions for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the limits of the number established by the license for the right to conduct educational activities, on the conditions established by the annual admission rules of the educational institution.

11.5. Admission of foreign citizens to study in educational institutions in open analogues of closed specialties is allowed only with the permission of the federal executive body, which is entrusted with the functions of the founder, which is given on the basis of a positive decision of the Commission of the Federal Agency for Education for Coordinating the Admission of Foreign Citizens for Studying in Educational Institutions open names of closed specialties.

11.6. Foreign citizens have the right to non-competitive admission and the preferential right to enter state educational institutions of secondary vocational education in cases provided for by federal legislation and the legislation of the Moscow Region.

11.7. Acceptance of documents for the first course is carried out in the following terms:

11.7.1. From foreign citizens specified in subparagraph 11.2.1 of paragraph 11.2 of this Regulation, within the time limits established by the Federal Agency for Education.

11.7.2. From foreign citizens specified in subparagraphs 11.2.2-11.2.4 of paragraph 11.2 of this Regulation, within the time limits established by paragraph 4.1 of this Regulation.

Acceptance of documents from foreign citizens entering for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the time limits determined by the educational institution in the annual admission rules.

11.8. When applying for admission to an educational institution for the main professional educational program of secondary vocational education, the applicant submits the following documents:

A copy of the identity document of the applicant, or the identity document of a foreign citizen in the Russian Federation in accordance with Article 10 of Federal Law No. 115-FZ dated July 25, 2002 "On legal status foreign citizens in the Russian Federation";

The original state document on education (or its duly certified photocopy), or the original document foreign country on education, recognized as equivalent in the Russian Federation to a state document on basic general and (or) secondary (complete) general education (or a duly certified photocopy), if necessary, with a certificate establishing its equivalence, or originals legalized in the prescribed manner ( if necessary) a document of a foreign state on education and annexes to it (if the latter is provided for by the legislation of the state in which such a document on education was issued);

A duly certified translation into Russian of a document of a foreign state on education and its annex (if the latter is provided for by the legislation of the state in which such a document on education was issued);

Copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 4 of the Federal Law of May 24, 1999 N 99-FZ "On the state policy of the Russian Federation in relation to compatriots abroad";

A copy of the visa for entry into the Russian Federation, if a foreign citizen arrived in the Russian Federation on an entry visa;

The required number of photos.

All translations into Russian must be made in the name and surname specified in the entry visa.

11.10. Foreign citizens entering within the quota established by Decree of the Government of the Russian Federation of 08.25.2008 N 638 "On cooperation with foreign countries in the field of education" also represent the direction of the Federal Agency for Education.

11.11. Entrance tests for foreign citizens specified in subparagraphs 11.2.2-11.2.4 of paragraph 11.2 of this Regulation are determined by the educational institution in accordance with paragraphs 5.1 and 6.1 of these Admission Regulations and are conducted in the form established by the educational institution independently.

11.12. The form and list of entrance examinations for foreign citizens specified in clause 11.4 of this Regulation are determined by the educational institution independently.

11.13. If the foreign citizens specified in sub-clauses 11.2.2-11.2.4 of clause 11.2 and in clause 11.4 of these Regulations present the results of the USE in general subjects included by the educational institution in the list of entrance examinations for the relevant specialty, the educational institution takes into account the results of the USE as the results of entrance examinations. tests in such general education subjects.

11.14. Foreign citizens who are eligible for admission to study at the expense of the relevant budget and are winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are accepted without entrance examinations to state educational institutions in specialties corresponding to the profile of the All-Russian Olympiad for schoolchildren.

The results of the winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are recognized by state educational institutions as the highest results of entrance tests ("100" points) in these general education subjects for admission to specialties that do not correspond to the profile of the Olympiad.

Foreign citizens - winners and prize-winners of school Olympiads are admitted to educational institutions in the manner approved by the order of the Ministry of Education and Science of the Russian Federation of 10.22.2007 N 285, as amended by orders of the Ministry of Education and Science of the Russian Federation of 04.09.2008 N 255 and dated 03/20/2009 N 92.

11.15. Foreign citizens specified in subparagraph 11.2.1 of paragraph 11.2 of these Regulations are admitted to state educational institutions without entrance examinations in the direction of the Federal Agency for Education.

11.16. Enrollment of foreign citizens specified in sub-clauses 11.2.2-11.2.4 of clause 11.2 of these Regulations to places financed from the relevant budget is carried out in the manner and within the time limits established by Chapter X of these Regulations.

11.17. Enrollment of foreign citizens entering on the basis of the directions of the Federal Agency for Education is carried out within the time limits determined by the Federal Agency for Education.

I. General provisions

2. State academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees are paid in amounts determined by the organization carrying out educational activities (hereinafter referred to as the organization), taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if there is such a body) within the funds allocated to the organization for scholarships for students (scholarship fund).<1>The procedure for distributing the scholarship fund by type of scholarship is determined by the organization, taking into account the opinion of the student council of this organization and the elected body of the primary trade union organization (if such a body exists).

5. The state academic scholarship is assigned to students depending on academic success based on the results of intermediate certification at least twice a year.

A student who is awarded a state academic scholarship must meet the following requirements:

In the period from the beginning of the academic year until the first intermediate certification, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.

6. Students enrolled in educational programs of higher education, for special achievements in educational, research, social, cultural, creative and sports activities<1>in accordance with the Decree of the Government of the Russian Federation of November 18, 2011 N 945 "On the procedure for improving the scholarship provision for students in federal state educational institutions of vocational education" (Collected Legislation of the Russian Federation, 2011, N 47, art. 6666), a state academic scholarship is assigned, increased in the amount in relation to the standard established by the Government of the Russian Federation for the formation of a scholarship fund at the expense of the budgetary allocations of the federal budget in relation to the state academic scholarship, within the limits of the funds provided for increasing the scholarship fund of the organization. 7. The state social scholarship is awarded to students who are orphans and children left without parental care, persons from among orphans and children left without parental care, disabled children, disabled groups I and II, disabled since childhood, students, exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and other radiation disasters, as a result of nuclear tests at the Semipalatinsk test site, students who are disabled due to a military injury or illness received during military service, and veterans of military operations or who have the right to receive state social assistance, as well as students from among citizens who have been serving for at least three years under a contract in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation, in engineering, technical, road construction military formations under the federal executive authorities and in rescue military formations of the federal executive body authorized to solve problems in the field of civil defense, the Foreign Intelligence Service of the Russian Federation, federal security service bodies, state security bodies and the federal body for providing mobilization training of state authorities of the Russian Federation in military positions to be replaced by soldiers, sailors, sergeants, foremen, and those dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28 1998 N 53-FZ "On military duty and military service"<1>.

8. Needy first- and second-year students who study full-time at the expense of the federal budget for educational programs of higher education (bachelor's and specialist's programs) and have grades of "excellent" or "good" or "excellent and good", in accordance with Decree of the Government of the Russian Federation of July 2, 2012 N 679 "On increasing scholarships for first- and second-year students of federal state educational institutions of higher professional education who are in need of full-time education at the expense of federal budget allocations for bachelor's programs and training programs a specialist and having grades of "good" and "excellent" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2012, N 28, art. 3909) are assigned a state social scholarship, increased in size in relation to the standard established by the Government of the Russian Federation for the formation of a scholarship fund at the expense of budget appropriations of the federal budget in relation to the state social scholarship.

9. The state scholarship for graduate students, residents, assistant trainees is assigned depending on the success of mastering the training programs for scientific and pedagogical staff in graduate school (adjuncture), residency programs, assistant-internship programs based on the results of intermediate certification at least twice a year.

A graduate student, intern, assistant trainee who is assigned a state scholarship for graduate students, residents, assistant trainees must meet the following requirements:

the absence of a "satisfactory" grade based on the results of the intermediate certification;

no academic debt.

In the period from the beginning of the academic year until the first interim certification, the state scholarship for graduate students, residents, assistant trainees is paid to all graduate students, residents, assistant trainees of the first year of study who study full-time at the expense of the budgetary allocations of the federal budget.

10. The state academic scholarship for students, the state social scholarship for students, the state scholarship for graduate students, residents, assistant trainees, the scholarship for students of preparatory departments is appointed by the administrative act of the head of the organization.

11. The payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments is carried out by the organization once a month.

12. The state social scholarship is assigned to the student from the date of submission of a document confirming compliance with one of the categories of citizens specified in paragraph 7 of this Procedure.

13. The payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments shall be terminated from the moment the student is expelled from the organization.

14. The payment of state academic scholarships to students is terminated from the first day of the month following the month the student received a "satisfactory" grade during the intermediate certification, or the student has an academic debt.

15. The payment of the state social scholarship is terminated from the first day of the month following the month of termination of the grounds for its appointment, and is resumed from the month in which a document was submitted confirming compliance with one of the categories of citizens specified in paragraph 7 of this Procedure.

16. Being a student on academic leave, as well as maternity leave, leave to care for a child until he reaches the age of three years, is not a basis for terminating the payment of the state academic scholarship assigned to the student, the state social scholarship, the state scholarship for graduate students, residents, assistants -trainees, scholarships for students of preparatory departments.
