Focus An educational program is a generalized definition of the result on which its content, methods, technologies, and forms of organizing the educational process depend. The mandatory minimum content of each basic educational program is established by the relevant educational standard.


In accordance with paragraph 5 of Article 14 of the Law of the Russian Federation “On Education”, the content of education in a particular school is determined by the educational programs of the educational levels, which are developed and implemented by the school independently.

An analysis of conceptual approaches to the development of educational educational programs for general education institutions (based on regulatory documents and scientific and methodological developments) revealed the following important provisions:

· the main educational program of the educational institution is considered (in legal, scientific and methodological aspects) as a multifunctional generalized regulatory document, mandatory for use;

· the basic educational program is an internal educational standard that determines the effectiveness of educational activities based on the implemented content and means of organizing work with children;

· the basic educational program is also a tool for managing the quality of education, the basis for licensing and accreditation of an educational institution, changing the parameters of budget financing and introducing, if necessary, paid educational services in accordance with the social order of parents.

Based on the foregoing, educational authorities determine the quality of education in each specific institution not only according to its development program, but on the basis of the stages developed and used by educational institutions, reflecting the specifics of its activities.

The main educational program of each educational institution is specific, since it is developed by the practitioners themselves, taking into account the characteristics of society, the requests of parents and other participants in the educational process.

OEP for educational institutions, as well as for any other educational institution, has a mandatory regulatory document for development and implementation. It is also the basis for evaluating the educational process.

1. What should be the scope of the educational program?

The scope of the basic educational program is not regulated by the Federal State Educational Standard.

2. Will it turn out that school programs compiled on the basis of the Model Program will be like “twin brothers”?

It is assumed that the characteristics of the educational institution, justification and description of “priorities, specifics, etc.,” as well as “characteristics of students, teaching staff, material and technical conditions, conceptual foundations of activities” will be presented in the Explanatory Note to the main educational program. The goals and objectives of the program implementation must be correlated with the specifics of the educational institution.

3. Why does each educational institution need to draw up sample programs for individual subjects? Aren't these regulatory documents?

In the appendix to the Approximate Basic Educational Program developed at the federal level, exemplary programs for academic subjects will be presented, on the basis of which teachers develop work programs, courses, etc. Exemplary programs for academic subjects are recommendatory character. The work programs developed on their basis reflect and take into account the specifics of the educational institution, students, conditions, etc., but must ensure that each student achieves the planned results and the implementation of individual educational trajectories in accordance with the needs of students and their parents.


4. Who should write the basic educational program for the school? Whose professional responsibilities include what?

The main educational program of the educational institution is developed by the educational institution independently with the participation of teachers, students, parents, and all interested parties.

In accordance with the new Unified Qualification Directory (Order of the Ministry of Health and Social Development of the Russian Federation dated 01.01.2001 N 593 “ON THE APPROVAL OF A UNIFIED QUALIFICATION DIRECTORY OF POSITIONS OF MANAGERS, SPECIALISTS AND EMPLOYEES, SECTION “QUALIFICATIONS POSITIONS OF EDUCATIONAL WORKERS"):

5. How does a development program differ from the main educational one? school programs?

The development program cannot but concern the main - educational subsystem of the school, but at the same time it differs significantly from another document, also strategic in its significance - the main educational program of the school:

– the development program, as a long-term plan, shows the goals of education and the school’s educational system in the future, those goals and the system that should be created through tomorrow’s innovations; The educational program, as a current plan, fixes the goals of education and the educational system of the school in the present, is today’s calling card educational system schools for its consumers, customers, parents, partners, competitors; At the same time, the current educational program can be innovative in nature if it is already based on innovative psychological and pedagogical concepts and models, cultivates an innovative organizational culture, sets new goals, uses innovative educational technologies in an innovative educational environment;

– the development program considers innovations in all subsystems of the school, while the educational program is more typical pronounced dominance on the educational subsystem of the school itself.

What should you avoid?

· The main mistake of the developers is that they rewrite almost the entire text of the content of the approximate basic educational program.

· When writing each section, they do not take into account the characteristics of their educational institution; they copy the formulation of goals and objectives proposed in the sample program.

· Action plans in each section (subprogram) are not specific, without dates and names of performers.

· When writing a program, they forget to reflect the continuity between levels of education.

Remember that the program is written for your team, institution, and not for inspectors. Write it in clear, precise language. But do not forget that this educational program must differ from previous ones in its innovative content in accordance with the Federal State Educational Standard.

The NEO standard provides the right to distribute hours within the curriculum into academic disciplines, modules, classes and academic weeks transferred directly to the educational institution.

Formation of the curriculum is the most critical stage of program development, since the standard defines only the total (for four years) number of hours allocated to academic and extracurricular activities. The curriculum (educational) plan may determine:

· list of subject areas: philology, mathematics, the world; art and culture; health and technology (composition and structure of compulsory subject areas);

· a list of components of extracurricular educational activities organized in different forms (club, studio, sectional, circle, project activities, etc.) outside of class, indicating the volumes for the academic year and the ages (years of study) of students;

EP EO included in the register have the status of educational and methodological, and not regulatory and legal documentation, therefore they are advisory in nature and are used by the school when developing its own basic educational program.

OOP OO are adopted by the collegial governing bodies of the educational organization in accordance with the Charter and does not require approval, examination and approval by regional executive authorities and local governments that manage education.

The main educational program of an educational organization becomes the object of external assessment during the licensing procedure, state accreditation, as well as state control and supervision in the field of education.

The conditions and procedure for developing the main educational program are established by a separate local normative act educational organization in accordance with the law Russian Federation in the manner established by the Charter, which should indicate:

The main educational program of general education is implemented by an educational organization in compliance with the requirements of state sanitary and epidemiological rules and regulations (during its development, changes made regarding the total volume of the maximum permissible classroom and extracurricular, daily load, the possibility of alternating classroom and

The basic educational program of general education contains a mandatory part and a part formed by participants in the educational process. The mandatory part of the basic educational program of primary general education is 80%, and the part formed by participants in the educational process is 20% of the total volume of basic educational

programs. At the level of basic general education this ratio is 70% and 30%, respectively, at secondary general education - 60% and 40% 7 . This ratio of parts of the OOP OO must be represented in everyfrom three sections of the main educational program: target, content and organizational.

The structure of the OOP should include:

a) Target section: explanatory note;

Thus, the educational program is a local regulatory act that defines the goals, objectives, planned results, content and organization of the educational process at each level of general education in a specific educational organization, 8 taking into account the characteristics, composition of students, location, and pedagogical capabilities.

When implementing educational programs of organizations, a form of organizing educational activities can be used, based on the modular principle of presenting the content of the educational program and constructing curricula, using appropriate educational technologies. 9

Within the framework of Federal Law No. 273-FZ, educational programs are implemented by the organization carrying out educational activities, both independently and through network forms of their implementation 10 .

According to Article 15 of Federal Law No. 273-FZ, “a network form of implementation of an educational program is the joint implementation of an educational program by several organizations carrying out educational activities, with the involvement, if necessary, of scientific, cultural, sports and other organizations that have the resources necessary to carry out training, educational and production practices and other types of educational activities provided for by the relevant educational program, through the organization of network interaction.”

Work programs for academic subjects (courses)

Work programs for academic subjects (courses) are an integral part of the content section of the main educational program of a general education organization. They can be compiled by teachers of an educational organization, taking into account sample programs for individual academic subjects (courses) of general education included in the state register.

Sample programs cannot be used as workers, since they do not specify the sequence of studying the material and distributing it by grade or year of study, they do not reflect the characteristics of the school’s educational program, the student population, the methodological system and the individual style of the teacher.

Work programs for academic subjects are developed in accordance with the Federal State Educational Standard for Education, taking into account exemplary work programs for educational subjects.

The structure of the program of academic subjects and courses is determined by the Federal State Educational Standard 11 and should contain:

an explanatory note that specifies the general goals of primary general education, taking into account the specifics of the academic subject or course; general characteristics of the academic subject, course; description of the place of the academic subject, course in the curriculum; description of value guidelines for the content of the academic subject; personal, meta-subject and subject-specific results of mastering a specific academic subject, course;

description of the material and technical support of the educational process. In this case in the explanatory note the validity of those changes and additions that distinguish it from the exemplary program in the subject must be stated, including the features of the main educational program of the school, the student population, and the methodological system of teachers.

Thus, the variable part of the work program for an academic subject (course) will be reflected to a greater extent in the explanatory note.

Thematic planning with identification of the main types of educationalstudent activities is compiled clearly in accordance with the textbook used for training.

Personal, meta-subject, subject results mastering an academic subject or course must be specified, including the results studyingcourse by year of study.

In addition, educational results should be added by changing the content, the results at two levels of mastering the curriculum should be specified: what the student will learn in the process of studying the course, as well as what he will have the opportunity to learn in the process of studying the course.

In chapter “Material and technical support of the educational process” for the subject, course, a textbook, teaching aids, a list of literature for students, developing them are indicated cognitive interest to the subject, testing and measuring materials, digital educational resources (DERs), electronic educational resources (EERs), technical teaching aids, educational and practical equipment, etc.

This structure of the work program for an academic subject (course) is mandatory when developing a work curriculum for the subject, which is appropriate (for example, “History grades 5-9”). This allows you to see the future, step-by-step planning and progress towards the planned educational results by year of study.

description of educational, methodological and logistical support of the educational process.

This structure of the work program for an academic subject (course) is mandatory, just as it is advisable in primary and secondary schools develop to the learning level secondary general education (grades 10-11).

In accordance with the requirements of the standard, the study of academic subjects and courses of students' choice can be conducted at basic or advanced levels. In accordance with this, work programs for academic subjects can be developed separately (work program for the subject chemistry (basic level), working programm in the subject of chemistry (advanced level) or within the framework of one work program, basic and advanced levels of studying an academic subject can be distinguished.

A number of academic subjects are integrated in nature and they are included in the curriculum of secondary general education as a single subject (Russian language and literature; native language and literature, mathematics: algebra and principles of analysis, geometry), therefore, such subjects must have one working program. At the same time, such subjects as social studies, Russia in the world, ecology, natural science, physical education, life safety are studied only at a basic level, which should be reflected in the work program.

Work programs for academic subjects (courses) are developed and approved by the educational organization independently and should notundergo mandatory external examination and approval in regional, mun ici local educational authorities and methodological services.

In addition, being part of the content section of the main educational program, they are enshrined in the local regulatory act of the educational organization on the approval of the main educational program and do not require a separate order.

In the work program for an academic subject, the same ratio of variable and invariant parts must be observed as in general in OOP.

Calendar-thematic (lesson) planning not mandatoryintegral part of the work program.

Its presence (mandatory nature), frequency of preparation, and form are determined by the local regulatory act of the educational organization. It is calendar-thematic planning that is a personalized document reflecting the development of the program in a specific class, organized by a specific teacher.

Changes during the academic year are made to the calendar and thematic planning, and not to the work program, since its implementation must be fully ensured. The introduction of changes must be confirmed by the local regulatory act of the educational organization.

In the case when an academic subject is implemented using hours from the compulsory part of the curriculum and is enhanced by additional hours from the part formed by the participants in educational relations (for example, mathematics - 4 hours from the compulsory part + 1 hour from the elective part) is developed one workingprogram in mathematics at the rate of 5 study hours per week.

An appropriate record of the implementation of the program through both parts of the curriculum is made in the work program (item No. 3). If the variable part includes material that complements and expands the content of the basic program (for example, an introduction to geometry, logic games, mathematical design), in this case a separate work program is developed for this course, in accordance with the above requirements (i.e. there will be two work programs - mathematics (4 hours) and logic games (1 hour).

Author's programs of educational subjects, developed on the basis of sample programs, can be considered as working programs. The question of the possibility of their use in the structure of the main educational program of a school is decided at the level of the educational organization (letter of the Ministry of Education and Science of Russia dated April 19, 2011 No. 03-255 “On the introduction of federal state educational standards for general education”).

Didactic support for work programs in academic subjects and courses that meets the requirements of the Federal State Educational Standard for primary, basic and secondary general education is determined by the federal list of textbooks recommended by the Ministry of Education and Science of the Russian Federation for use in the implementation of those with state accreditation

programs of primary general, basic general, secondary general education.

In accordance with clause 3. of this document, organizations carrying out educational activities in basic general education programs have the right use within five years in educational activities, purchased before the entry into force of this order, textbooks from the Federal List of Textbooks recommended by the Ministry of Education and Science for use in the educational process in general education, special (correctional) educational institutions for the 2013-2014 academic year 14.

at least one textbook in printed and (or) electronic form or a teaching aid sufficient to master the program of an academic subject for each student in each academic subject included in the part formed by the participants in educational relations of the curriculum of the basic educational program of primary, basic and secondary general education (as amended by Orders of the Ministry of Education and Science of Russia dated December 29, 2014 N1643, 1644, 1645).

Clarifications on purchasing textbooks and teaching aids for student schools are given in a letter from the general and vocational education Leningrad region dated May 27, 2015 No. 19-3723/15-0-0.

Educational programs in Russia

Educational programs determine the content of education.

Educational program, developed on the basis of the federal educational standard (educational standard), is a complex of basic characteristics of education (volume, content, planned results), organizational and pedagogical conditions and forms of certification. The complex of the above-mentioned characteristics is presented in the form of a curriculum, academic calendar, work programs of academic subjects, courses, disciplines (modules), other components, as well as assessment and methodological materials (Article 2, paragraph 9 of the commented Law).

In Art. 3 of the commented Law, among the basic principles of state policy and legal regulation of relations in the field of education, the humanistic nature of education is enshrined. In accordance with this principle, the legislator, in Part 1 of the commented article, established that the content of education should promote “mutual understanding and cooperation between people, nations, regardless of racial, national, ethnic, religious and social affiliation, take into account the diversity of ideological approaches, promote the realization of students’ right to free choice of opinions and beliefs, ensure the development of the abilities of each person, the formation and development of his personality in accordance with the spiritual, moral and sociocultural values ​​accepted in the family and society"

Regarding the content of vocational education and vocational training, then it must ensure the receipt of qualifications - a level of knowledge, abilities, skills and competence that characterizes readiness to perform a certain type of professional activity.

The legislation divides educational programs into basic and additional depending on the level of education at which these programs are implemented.

Basic educational programs (GEP) are implemented at the levels of general and vocational education, as well as vocational training.

Additional educational programs are implemented in additional education.

By general rule, an organization engaged in educational activities independently develops and approves its educational programs.

Educational programs for preschool education are developed and approved by the organization carrying out educational activities in accordance with the Federal State Educational Standard for preschool education and taking into account the corresponding exemplary educational programs for preschool education (Part 6 of the commented article).

Organizations carrying out educational activities under educational programs that have state accreditation develop educational programs in accordance with the Federal State Educational Standards and taking into account the corresponding approximate basic educational programs (Part 7 of the commented article).

An exception to this rule is legally established for educational organizations of higher education that have the right to independently develop and approve educational standards. Such organizations develop educational programs of higher education independently based on their own educational standards.

The list of educational organizations endowed with this right is established by Part 10 of Art. 11 of the commented law. It includes:

Moscow State University named after M.V. Lomonosov and St. Petersburg State University;

Educational organizations of higher education for which the category “federal university” has been established;

Educational organizations of higher education for which the category “national research university” has been established;

Federal state educational organizations of higher education, the list of which is approved by decree of the President of the Russian Federation (Decree of the President of the Russian Federation of September 9, 2008 No. 1332 “On approval of the list of federal state educational organizations of higher education that have the right to develop and independently approve educational standards at all levels of higher education”) .

As already noted, an educational organization forms its educational program on the basis of the Federal State Educational Standard and taking into account the corresponding approximate basic educational programs.

Under approximate basic educational program means educational and methodological documentation that defines the recommended volume and content of education at a certain level and (or) a certain focus, the planned results of mastering an educational program, approximate conditions for educational activities, including approximate calculations of the standard costs of providing public services for the implementation of an educational program.

The procedure for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs is approved by the Ministry of Education and Science of the Russian Federation (Order of the Ministry of Education and Science of Russia dated May 28, 2014 No. 594 “On approval of the Procedure for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary educational programs”). basic educational programs").

Projects of approximate basic general education programs are developed by order of the Russian Ministry of Education and Science. They are sent by the developers to organize an examination to the Federal Educational and Methodological Association for General Education (UME for General Education), created by the Ministry of Education and Science of Russia. If the federal Educational Institution is the developer of the draft of the approximate basic general education program, then it independently organizes an examination of the draft of the approximate basic general education program.

Authorized government bodies of the constituent entities of the Russian Federation are involved in the examination of approximate basic general education programs, taking into account their level and focus (in terms of taking into account regional, national and ethnocultural characteristics).

Exemplary programs in terms of academic subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions) are examined in a centralized religious organization for compliance of their content with the creed, historical and cultural traditions of this organization in accordance with its internal regulations.

Drafts of approximate basic professional programs are sent by developers to organize examinations in educational and methodological associations in the vocational education system.

The development of exemplary programs for the training of scientific and pedagogical personnel in postgraduate study is provided by federal executive authorities, in which the legislation of the Russian Federation provides for military or other equivalent service, service in internal affairs bodies, service in agencies for control of the circulation of narcotic drugs and psychotropic substances. Organizations that are granted the right to maintain a register are established by the Ministry of Education and Science of the Russian Federation.

After approval, the sample program is sent by the Ministry of Education and Science of the Russian Federation or an educational and methodological association in the vocational education system to the operator, who places the program in the register.
